Village kagawad assails Pamintuan for JO list

ANGELES CITY–A village council member from here hit Mayor Edgardo Pamintuan for including his wife in the job order (JO) appointments without her knowledge, adding to the list of the mayor’s “ghost employees.”
William David, Barangay Lourdes Northwest Kagawad and Councilmen’s League of Angeles City (CLAC) Vice President for External Affairs, questioned the inclusion of his wife’s name in the list of JOs after his father, veteran broadcaster Medardo “Med” David, read some of the names listed as JOs in his radio program last week.
According to David, his wife, Irene David, has no knowledge about her name being included in the list of the city government’s JOs and does not even go to the city hall to collect her supposed salary.
Irene David is designated as an administrative assistant in the Philhealth Program under the Office of the Mayor and is given a daily rate of P500 or P11,000 a month. Her appointment was issued on June 29, 2012 until December 31, 2012 and was signed by Secretary to the Mayor, Leonardo “Kirk” Galanza, and approved by Mayor Pamintuan.
“Malaking panlilinlang ang ginagawang ito ng administrasyon ni Mayor Pamintuan,” said David, “Kung nagagawa nila ang ganitong panlilinlang sa mga kagawad, paano pa sa mga ordinaryong mamamayan?”
David also hit Barangay Pandan Kagawad and CLAC President Arlon Lacson for conniving with this scheme by the Pamintuan administration.
David encouraged his fellow barangay officials whose relatives’ names has been listed as JOs without their knowledge to come out in the open in order to stop this practice.
“Ang malaking katanungan, kung hindi alam ng mga nakalistang tao na kasama sila sa mga JO, sino ang pumipirma ng payroll ng mga taong ito kada buwan?” said David, “Walang kaalam-alam ang asawa ko dito kaya sino ang pumipirma ng payroll niya?”
David also hit Pamintuan for lambasting his father for raising the issue on the exorbitant number of JOs in the city hall.
“Tinitira nila ang tatay ko, ngayong base sa appointment papers ng mga JOs, lumalabas na totoo lahat ng sinasabi niya tungkol sa mga ‘ghost employees’ ng city hall,” David said.
Earlier, newsman Robledo Sanchez also called Pamintuan out for having several relatives of barangay officials listed as JOs under the city government, even when the said JOs are not actually reporting working.
Sanchez cited the case of Edward “Sakurai” Gueco, son of Barangay Malabanias Kagawad Antonia Gueco, who is also listed as an Administrative Assistant under the Philhealth Program of the Office of the Mayor and earning a daily rate of P500. Sanchez said that he has received reports from village residents who attest that Edward Gueco is not actually working for the city government because he is currently in Singapore.
There is also the case of Nestle Joy Paras, wife of Barangay Malabanias Kagawad Edwin Nacu’s brother. Residents report that Paras is not working for city hall and only stays at home taking care of her two children.
Also included in the list of job order employees are Jonathan Gonzales, son of Kagawad Santiago Gonzales, and Norberto Tanhueco, husband of former Barangay Pulung Bulu Chairwoman Gloria Tanhueco.
Norberto Tanhueco, according to Sanchez, only stays at home and looks after their pigs.
On October 19, 2012, Sanchez filed a complaint against Pamintuan, City Accountant Wilfredo Tiotuico, City Budget Officer Fe Corpuz, City Treasurer Juliet Quinsaat and the different respective Department Heads before the Office of the Ombudsman in relation to the 2,506 job order employees of the City Government. ●Charlene A.
