Suspension of ceasefire with Moro rebels sought

Friday, October 21, 2011
LAWMAKERS called for the suspension the government’s ceasefire agreement with the Moro Islamic Liberation Front (MILF) until the perpetrators behind the death of 19 soldiers face justice.
Former Armed Forces of the Philippines (AFP) chief of staff and Muntinlupa City Representative Rodolfo Biazon said MILF leaders should turn over those responsible for the bloody ambush in Basilan before they talk peace with the government.
“Suspend the peace talks immediately…Kailangang papanagutin muna ang mga nasa likod ng pagkamatay ng mga sundalo natin bago ang peace talks,” he said.
The MILF again attacked government troops Thursday night in Zamboanga Sibugay, resulting in the death of seven.
Despite the recent incidents, President Benigno Aquino III ruled out an all-out war against the rebel group.
Davao del Sur Representative Marc Douglas Cagas IV said the Moro rebels “cannot go to the negotiating table with dirty hands.”
Deputy Speaker and Zamboanga City Representative Maria Isabelle Climaco urged the government to apprehend the perpetrators of the ambush with dispatch to give justice to the slain soldiers.
“The military and PNP (Philippine National Police) should continue with law enforcement mission. Heinous crime is not justifiable under rebellion. Cases should be filed in court,” Climaco said.
San Juan City Representative Joseph Victor “JV” Ejercito said that since it is the MILF who violated the ceasefire, the government should order an “all-out assault” on the rebel group.
Ejercito’s father, former President Joseph “Erap” Estrada, also thinks Aquino should declare an all-out war. It was during Estrada’s administration that most of the MILF camps fell into the hands of the Philippine army.
Antipolo City Representative Romeo Acop, a former police deputy director for comptrollership, noted that the government is following its agreement set with the MILF but the Moro rebels refuse to do the same.
“Ang gobyerno ay sumusunod sa mga agreement pero ang MILF hindi. I-assess muna ang sitwasyon bago ituloy ang peace talks,” said Acop.
For her part, Zambales Representative Mitos Magsaysay advised Aquino to first learn the whole story behind the bloody encounter between government and MILF forces in Basilan before making pronouncements about the peace process.
“Compounding the fact is the President’s public expression of displeasure over the military for its involvement in the clash, without first knowing what led to the encounter in the first place,” she added. “It would seem that this early, the President has already made a prejudgment in favor of the MILF.”
“We all want peace in Mindanao but those who are responsible for the deaths, may they be the military or MILF, should still be held accountable to give justice to those who were slain by this blatant violation of the ceasefire,” the opposition lawmaker stressed.
Davao City Representative Karlo Nograles refused to comment on his position on the issue but said that whatever happens, it is the decision of the commander-in-chief that will prevail.
For his part, Cebu Representative Pablo John Garcia said the recent Basilan ambush should not lead to a suspension of peace talks.
“I don’t think this should be a cause for suspending peace talks. Unless the AFP is prepared to declare the peace process a failure at this point. I don’t think we’re there yet, although this latest incident makes peace even more challenging,” Garcia, chairman of the House Committee on Public Order and Safety, told Sun.Star in a text message.
Bayan Muna Representative Teddy Casiño said that progressive party-list lawmakers agree with Aquino that peace in Mindanao needs to be won completely but urged him to match his words with concrete actions on the peace process.
“Aquino showed political conviction rarely seen. We hope that he remain steadfast not to be swayed by the military line of thinking in dealing with rebels with legitimate causes,” Casiño said in a press statement. (Kathrina Alvarez/Sunnex)
