SF council named ‘outstanding’ anew

CITY OF SAN FERNANDO–The City Council of the City of San Fernando has been named “Most Outstanding Sangguniang Panlungsod” at the provincial and regional levels for the third time in a row.

This, according to Vice Mayor Edwin Santiago, is bolstered by its “exemplary performance” and a record of “landmark legislation.”

The Sanggunian has now won the award for consecutive terms 2006, 2009 and 2012 under a merits program of the Department of Interior and Local Government (DILG) and the Philippine Councilors’ League (PCL).

The award made the city council eligible for national-level honors that the DILG will determine in the coming weeks.
Announcing the award on February 11, DILG Regional Director Florida Dijan said the selection was based on a comprehensive criteria that included: effectiveness of the legislative agenda; legislative tracking system; availability of legislative documents; efficiency of performance of the Sanggunian; and quality of office set-up and staff complement.

In particular, the San Fernando Sanggunian was noted for “significant landmark legislations” such as the Annual Investment Incentives Program, Comprehensive Development Plan, Revenue Code, Solid Waste Management Plan, Appropriation Ordinance, and the first-ever City Risk Reduction and Management Code for a local government unit.
The Sanggunian has enacted thus far a total of 202 ordinances and 1,262 resolutions with impact on local communities.
This crop of local legislative measures “shows [the San Fernando Sanggunian’s] exemplary performance,” said Director Dijan, pointing out further that the council “almost got a perfect score” during the assessment of the regional committee.

For his part, Vice Mayor Santiago, who is concurrently the Sanggunian Presiding Officer, said he was elated by the new award. He attributed the council’s outstanding performance to the “harmonious relationship” between the executive and legislative sectors of the San Fernando city government.

“Together with Mayor Oscar Rodriguez, we work hand in hand for our vision for San Fernando to be a Habitat of Human Excellence,” the Vice Mayor said.

“Furthermore, we consult the masses before we pass codes, ordinances and resolutions by conducting public hearings because we know for a fact that they will be affected in such cases,” he said.

The Secretary of the Saggunian, Avelina Lagman, said the award will serve as “an inspiration [for the council and its staff] to continually strive for excellence.” She said legislative measures now under consideration include a Poverty Diagnosis Ordinance, Administrative Code, and Cooperatives Code. ●Marna Dagumboy-del Rosario
