SCADC thanks JICA for container traffic study fund
CLARK FREEPORT–The Subic-Clark Alliance Development (SCAD) Council on Friday expressed thanks to Japan International Cooperation Agency (JICA) for funding a comprehensive study aimed at decongesting the Manila ports by diverting container traffic to Subic and Batangas ports.
“The study points to how both Subic and Batangas ports can increase their utilization given the available shipment volumes that only needs consolidation and the measures necessary to make them competitive with the Manila ports,” said SCAD Council Chairman FelicitoPayumo, who is now eyeing a congressional seat representing Bataan.
Payumo said that there would have been less pressure on the SBMA now “had the previous SBMA (Subic Bay Metropolitan Authority) administration utilized the 10-year grace period to promote and market the Subic container port.” The SBMA is the owner of New Container Terminals 1 and 2 located inside the Subic freeport.
It was on Payumo’s watch as SBMA chairman and administrator that the two Subic container terminals were conceptualized and designed, with a loan package coming from Japan Bank for International Cooperation, JICA’s precursor. Incidentally, JICA also funded the Batangas port.
Payumo recalled that at that time the SBMA “had the winning bid price lower than the government agency estimate, notwithstanding the restricted loan for the project,” adding that, “It only shows that competitive bid results can be obtained if real competition is let to play.”
The records of the bid showed that Penta consortium submitted a bid of P5.22 billion, about P1.766 billion lower than the government estimate, and about P363 million lower than its competitor’s (Toyo Construction’s) bid.
Meantime, the SCAD Council also sounded the call for stronger organizational linkage among Subic, Manila and Batangas ports even as it expressed strong support for the formation of a high-level inter-agency Greater Capital Region Ports Development Council, a proposed group to synchronize their development, operations and investment plans. The proposal is contained in a JICA-funded study aimed at decongesting Manila ports by diverting container cargoes to Subic and Batangas ports.
Payumo said the proposed high-level inter-agency council, to be organized like a cluster, would advance these ports’ interests and draw up certain policies promoting their sustainable competitive advantage.
Aside from recommending a strong organizational linkage among the ports, the study, which JICA shared with SCAD Council early this month, also prescribed pricing and promotional incentive strategies for Batangas and Subic ports as well as “rescheduling” in South Harbor’s and MICP’s capacity-expansion investment plans.
Overcrowded container yards in Manila International Container Port (MICP) and in South Harbor prompted port authorities to call for the expansion of MICP’s Berth 6 and for the conversion of South Harbor’s Pier 9.
