Rodriguez most prolific among Misamis Oriental lawmakers Virgil Lopez

CAGAYAN de Oro Representative Rufus Rodriguez will surely be named as the most productive member of the House of Representatives if based on the number of bills he filed.

Rodriguez, the representative of the city’s second district, introduced 665 bills in the first regular session of the 15th Congress that ended on June 9.
This translates to roughly two measures a day.
His efforts so far, however, did not go unnoticed since some of the proposals have either sailed through the chamber level or awaiting Senate approval.

In the local front, Rodriguez’s plan to reforest 3,000 hectares of public land in the city is now on its way for a third and final reading at the House.

Backed by the House plenary, meanwhile, are measures that would help establish and maintain an Office of Veteran Affairs (OVA) of the Philippine Embassy in the United States, and set up a public education program on prostate cancer.

In his explanatory note, Rodriguez’s House Bill 724 said there is a need for the Philippine government to help World War II veterans get their share of benefits.

The lawmaker added that the OVA will be maintained for five years or until the Filipino veterans receive their benefits and privileges over the next five years.

The Senate will also have to tackle the creation of two additional branches of municipal trial court in cities which will be located in Cagayan de Oro.

Known for speaking his mind on different issues, Rodriguez recently filed bills seeking to address the continuous spike of fuel prices.

He said that oil companies must be compelled to reveal a detailed calculation on how they come up with their retail prices of gasoline and diesel.

He also wanted the junking of the Oil Deregulation Law, which transport and consumer groups blamed for unabated price increases.

Rodriguez is part of the administration coalition in the House led by Speaker Feliciano Belmonte Jr. but he has been vocal in opposing the Reproductive Health Bill.

“It’s been cleared in the Constitution that we believe in God. We cannot fight our religion, yet this bill would now pick a fight with the Catholic Church,” he said.

His counterpart in the first district, Benjamin Benaldo, was not as prolific. He only filed nine bills and resolutions.

Benaldo once called for an investigation of the P53-billion revenue losses at the Malampaya Natural Gas Project in Batangas between 2003 and 2009 but the measure is still pending at the energy committee, which he co-heads.

Last May, Benaldo helped suspected car smuggler Lynard Allan Bigcas to face a House inquiry on the vehicles that were recovered in his home in Bukidnon.

This includes the Martin Brothers big bike, owned by famous Hollywood scriptwriter Skip Woods, which Bigcas bought for $30,000 from a certain Greg Cook. Bigcas has since denied the issue.

Benaldo also called on the Bureau of Customs to conduct a lifestyle check on District Collector Lowell Medija of the Mindanao International Container Terminal in nearby Tagoloan town for allegedly living beyond his means.

Special non-working holidays for towns

Meanwhile, the impending declaration of special non-working holidays in different towns of the province was successfully pushed by Misamis Oriental congressmen Peter Unabia (first district) and Yevgeny Emano (second district).

These areas will celebrate their charter day in the following dates: Sugbongcogon (June 22), Manticao (February 7), Opol (June 15), Naawan (June 14), Lugait (March 16), Gitagum (June 8), Villanueva (July 29) and Jasaan (September 1).

Completing the list are Claveria (July 22), Libertad (July 12) and Alubijid (August 18).
The measures still need Senate approval.

As congressman of the province’s first district, Unabia sought reforms in the power sector and eyed display centers for all native handicraft products.

Emano, a former mayor Tagoloan, is also pushing for the establishment of a regional trial court in the said municipality. The measure has yet to gain committee consent.

To date, Unabia filed 10 bills while Emano introduced 26.

In terms of net worth, Unabia topped the four-man field with P82.72 million. He is the founder of Anakciano Inc. that owns the roasted chicken chain Sr. Pedro, which has hundreds of outlets nationwide.
Not far behind is Rodriguez, who registered a net worth of P81.68 million. He was followed by Benaldo (P30.80 million) and Emano (P8.69 million). (Sunnex)
