RH bill pushes back FOI

THE House of Representatives is all eyes on the reproductive health (RH) bill come Tuesday next week after its leadership decided to defer anew a hearing on another controversial bill, the proposed freedom of information (FOI) law.
Eastern Samar Representative Ben Evardone, chairman of the committee on public information, said the House leadership will schedule a caucus with the FOI bill at the center of the agenda.
Evardone himself earlier vowed to schedule a hearing on the FOI bill on August 7.
In a previous caucus, however, House leaders have agreed to set the voting on the termination of RH debates on the same day.
This will be the test vote for the highly divisive bill, House Majority Leader Neptali Gonzales II earlier said.
“I assume that they wanted the hearing deferred because of it (RH bill). They were probably thinking to take one battle at a time. Both FOI and RH are controversial,” Evardone said in a phone interview.
“If it was up to me, I’m all for calling a hearing but we should do this one at a time,” he added.
Evardone said he would rather wait for the decision of the caucus — the schedule of which has not been set — saying it will be easier to have the FOI bill passed once the House leadership decides to push through with it.
“If they can come up with a collective stand, this will expedite the process in the committee and plenary,” he added.
Deputy Speaker Erin Tañada, the main author of the FOI bill, said he was not informed that a caucus will be called.
“I thought that after the Speaker spoke about the FOI in the opening of the third regular session that a caucus was no longer needed since we just needed to act on the FOI at the committee level,” he said in a text message.
Tañada said the FOI and RH bills are “totally different” matters.
Ifugao Representative Teddy Baguilat Jr., an ally of President Benigno Aquino III, added the status of the two bills is different from each other.
The FOI bill is pending in the committee level and the RH measure is awaiting second reading approval.
Baguilat is an author of both the RH and FOI measures.
“I can’t understand Ben’s (Evardone) ambivalence. He comes out in the media that he’s championing it but he has repeatedly delayed the committee meetings. Isn’t it clear to him that he’s the hindrance to the FOI bill’s passage?” he said in a text message.
Meanwhile, Evardone said he has proposed a middle ground to Nueva Ecija Representative Rodolfo Antonino, who has been pushing for a right-of-reply provision in the FOI bill. Antonino, however, rejected his proposal, he said.
