Return of rape suspect delayed

ANGELES CITY – A hold-up in processing the deportation documents of an Angeleño university professor arrested abroad for rape has delayed his expected arrival here on Thursday.

A report from the Interpol showed that the deportation documents of Allan Atienza Ocampo, 50, a former English professor at the Holy Angel University (HAU), were yet to be signed by the Jeddah governor.

Interpol is the world’s largest international police organization, which facilitates cross-border police cooperation.

Ocampo was arrested on November 26 and was placed under the custody of Jeddah authorities in Saudi Arabia.

His victim was a former student of the HAU where he was teaching at the time of the abuse.

The victim’s parents filed a criminal case against Ocampo on February 13, 2009. They also earlier filed a P30-million damage suit against HAU.

In a recent interview, they said they have plans of going to Jeddah over the weekend to see Ocampo locked in jail.

Ocampo, a native of Sapang Maisac, Mexico, is facing 32 counts of rape in relation to child abuse.

According to the victim’s affidavit, she was only 16 years old when Ocampo started abusing her.

She said Ocampo manipulated her mind and made her believe that they two were in a romantic relationship. She was threatened and was trapped in this belief for two years.

She added that the English professor raped her at least 25 times.

Aside from the charges filed by the HAU victim, Ocampo was also the subject of a sexual harassment complaint at the Magalang Institute in 1997 filed by the parents of a fourth-year high school student.

On March 4, 2009, the Department of Justice (DOJ) issued a hold departure order against Ocampo.

He was dismissed from HAU on March 27, 2009, after the university obtained a copy of his counter-affidavit from the DOJ.

After the first preliminary hearing at the DOJ on May 28, 2009, Ocampo was able to escape to Jeddah, Saudi Arabia, despite the hold departure order.

On November 2009, the DOJ indicted him for 32 counts of rape. At least five warrants of arrest, two of them without bail, were also issued by the Regional Trial Court in Angeles City.

On January 2010, the National Bureau of Investigation (NBI) managed to place Ocampo on the “red notice” list of the Interpol, which declared him an international fugitive.

On April 28, 2010, the Department of Foreign Affairs cancelled Ocampo’s passport, making him an undocumented alien in Saudi Arabia.

On September 2010, Justice Secretary Leila De Lima requested Jeddah authorities through the Philippine consulate to arrest Ocampo.

During his return, Ocampo will be temporarily detained at the NBI office in Manila before he will be turned over to city officials. (Charlene Cayabyab)
