Quarry fee hike eyed

P50/truck increase to fund programs on garbage, roads

CITY OF SAN FERNANDO–Fourth District Board Member Nestor Tolentino announced on Monday the provincial government’s plan to increase the quarry fee per truck by P50.

Tolentino, chairman of the provincial board (PB) committee on natural resources, said they plan to increase the fee from P380 to P430.

“The proposed increase will pass by the processes such as the initial hearings. It’s a proposal and will be subject for approval,” said Tolentino, who led the meeting at the Capitol’ executive house attended by some 60 quarry operators.

Tolentino said he and Gov. Lilia Pineda had planned to increase the collection of the quarry industry to fund the solid waste management program of the province and for the maintenance and repair of roads.

Pineda disclosed that they will launch a renewed campaign in management of garbage in the province.
She said the meeting was also meant to solve the “little problem” on recycled receipts. At least two quarry workers connected with the Capitol had been removed in connection with the attempt to recycle original receipts.

Pineda urged the quarry operators “not to tolerate such illegal act.” She said “it will not happen if there was no collaboration between the capitol quarry workers and the workers of the quarry operators.”

Pineda also disclosed that the quarry workers who were diagnosed to be using illegal drugs had been removed by the Capitol.

“I pity them but we have no choice but to remove those who used drugs and those who tried to recycle receipts,” said Pineda in the dialect.

Art Punsalan, head of the Provincial Government’s Environment and Natural Resources Office (PGENRO), said there was P900-million quarry collection in the first three years of Pineda beginning 2010.

He added that the revenue included incomes from quarry permits and other fees related to the industry.
Punsalan said the average daily quarry collection is some P20 million.

Provincial Administrator Atty. Andres “Jun” Pangilinan said there should be a “constant meeting” between the provincial government and the quarry operators to ensure the “smooth operations” of the business.

Pangilinan urged the quarry operators to “do their part and not abuse the permits given to them.”
In the same meeting, Pangilinan asked the operators to open up their concerns and complaints.
