Proposals to amend Constitution an ‘economic suicide’

MANILA — Progressive group Bagong Alyansang Makabayan (Bayan) believes several pending proposals in Congress seeking to amend economic provisions in the 1987 Charter would be an “economic suicide.”
The group issued the statement after the Senate and the House of Representatives agreed to take up proposed amendments to the Constitution through the normal legislative process with both chambers voting separately.
“The proposed mode now makes it easier for proponents cha-cha to amend the Constitution. It would be just like passing a law. It could open the floodgates to so many amendments,” Bayan Secretary General Renato Reyes Jr. said in a press statement.
Congressional leaders said they will only study the possible revisions to economic provision.
In earlier press conferences, the House leadership said they are open to removing the 60-40 equity limitations, and amending provisions on land ownership by foreign individuals and exploration of natural resources.
“The proposed removal of restrictions to foreign investments and foreign ownership is already a cause for alarm. We believe this amendment will cause more harm than good. That would be economic suicide,” Reyes said.
“The idea that we need to attract more foreign investors to develop our economy is now being challenged in the light of the global economic and financial crisis. Quite the opposite, we should be pursuing an economic model that is not highly dependent on foreign investments, foreign loans and overseas remittances. Protectionist provisions in the Charter, even if few, are therefore necessary,” the Bayan official added. (Kathrina Alvarez/Sunnex)
