Prisoner takes fellow inmates hostage

CITY OF SAN FERNANDO (Updated) — A suspected mentally and emotionally disturbed inmate detained at the Pampanga Provincial Jail took Friday two of his fellow inmates hostages and threatened to kill them with a bladed weapon.
Provincial Warden Edwin Mangiliman and Provincial Administrator Andres Pangilinan Jr. identified the hostage-taker as Wilfredo Lorilla, 37, of San Carlos City, Pangasinan.
Lorilla has been detained at the “presidio” since May this year for a charge of attempted murder. He took as hostages inmates Jonathan Miranda of San Simon, Pampanga and one Bernardo Narciso.
Miranda sustained cuts in his arms and abdomen and was taken to the Jose B. Lingad Regional Memorial Hospital (JBLRMH) early morning Friday because his condition was aggravated by his heart ailment.
Hospital officials have not yet released any medical bulletin on the status of the wounded inmate as of this posting.
Another inmate, identified as Ranilo Bacani, who panicked during the crisis, jumped off from the second floor cell and sustained leg injuries and fractures. He was also taken to the JBLRMH.
Narciso, meanwhile, remained with Lorilla as lone hostage.
Simple demands
Mangiliman told Sun.Star Pampanga that the hostage taking occurred around 1 a.m. when jail guards took notice of the commotion.
“It was immediately reported to me and we worked from that time on to contain the situation after careful assessment. Lorilla had only two demands: food and to see any one of his relatives since they have not been visiting him lately. We were able to talk to his sister who is based in San Carlos via phone and agreed to see him,” he said.
Mangiliman added that in their initial investigation and negotiation, Lorilla told them that his fellow inmates are planning to kill him.
“Ang sabi nga niya ay inunahan lang niya sila. Pero meron kasing diperensiya sa pag-iisip ito at marahil, nakaapekto ang hindi pagdalaw ng mga kaanak at kasintahan niya (He told me that he just took the chance to save his life. But Lorilla is mentally challenged and his relatives not visiting him might have triggered this),” Mangiliman said.
The incident Friday was the third hostage taking to have occurred inside the jail, where around 70 percent of inmates face drug-related cases.
Mangiliman described the weapon used by Lorilla as a flat blade used by inmates in creating handicrafts as part of their livelihood program.
“We collect these at every day’s end pero naipuslit niya ito at maaring nakalusot ito sa regular surprise inspection namin,” he said.
Psychiatric tests
Pangilinan corroborated the warden’s statements, saying Lorilla may have to undergo psychiatric tests once the hostage drama comes to close peacefully.
“Based on our investigation, we found out he has this swinging and changing mood every now and then. But we are hoping this would end peacefully and after that, he will have to undergo psychiatric tests,” he said.
Police officials led by Provincial Director Eduardo Tinio and city police chief Luisito Magnaye, who said they received the report from Mangiliman around 7 a.m., quickly moved in with fully armed security teams and a sniper squad from the Special Weapons and Tactics Team to secure the jail whose perimeter was quickly cordoned off.
Sister Inday
Around 1:30 p.m., Lorilla’s sister Inday arrived from San Carlos City, escorted by Pangasinan police. She was immediately taken to Lorilla’s cell to talk to his brother.
Around 2 p.m., the hostage taker peacefully surrendered and freed Narciso.
He was brought to the warden’s office for debriefing by officials, including Governor Lilia Pineda’s executive assistant, former Lubao Mayor Dennis Pineda, who recently led the jail’s “clean-up” and rehabilitation and improvement.
According to Tinio, Lorilla peacefully surrendered and made no further demands. The suspect and his sister, however, were not presented to media or allowed to issue statements.
“Upon the prodding of his sister, he decided to surrender and give up the hostage. Right now, upon the instruction of the governor, we are investigating this deeper and the suspect will undergo tests to determine his condition. It will entirely be up to the warden now since support lang kami. But we have been given orders to assist in regular inspections to prevent any other crisis like this,” Tinio said, adding Lorilla’s case is bailable but is now compounded with frustrated homicide after the hostage taking.
It was unclear though if Lorilla will be moved out of the provincial jail and taken to another facility, or will remain there in isolation. (Sun.Star Pampanga)
