Porac mayor orders closure of Manuali transfer facility

PORAC — Mayor Condralito dela Cruz said over the weekend that he has ordered the closure of the Manuali transfer facility here, as the town is now implementing a strict “no segregation, no collection” policy among all its barangays to reduce the total generated garbage here.
“The facility is now totally closed,” Dela Cruz said.
Dela Cruz told Sun.Star Pampanga that the move is in compliance with government standards on solid waste management and a serious response to the call of Governor Lilia Pineda to implement a strict segregation programs in barangays so that only residual waste is collected for disposal in landfills outside Pampanga.

“We have met with various barangay and community leaders and we are now implementing the program. If it is not segregated, we will not collect it,” Dela Cruz said.
Dela Cruz said that segregation helps in recycling waste that could still be reused, like plastic bottles, newspapers, plastic bags, cans and the like.
He said that segregation is also the start of community awareness towards the importance of caring for the environment.
To facilitate the further segregation of collected waste, Dela Cruz said he has ordered a material recovery facility to be operational in Barangay Mitla.
In a meeting with village chiefs and garbage collectors of the town, Dela Cruz and Vice Mayor Dexter David said the “no segregation, no collection” policy will take effect immediately, and violators, from the household source to those found dumping garbage indiscriminately along waterways and public places, would be dealt with accordingly based on the provisions of Ecological Solid Waste Management Act 9003.
The mayor added that they welcome the plan of Pineda to privatize the solid waste management programs for the province.
He said millions each year is devoted to garbage collection and disposal alone in Porac town.
Pineda earlier said she is seriously considering privatizing the garbage disposal of Pampanga in a bid to save on enormous cost on garbage collection and provide an effective garbage segregation program.
The governor said the move will greatly help local government units meet garbage costs. She said the province will at least spend P1 billion in garbage disposal and segregation if the Provincial Government will be taking care of garbage collection.
“Even now, the municipalities are already spending a big amount of money on garbage collection,” Pineda said, stressing that communities should also have a responsibility towards their own garbage and help their respective local government units.
Under the plan, households in respective barangays would be asked to chip in a small amount for the garbage generated in their respective homes. The garbage generated should be segregated and only residual garbage should end up in dumpsites.
The Provincial Environment and Natural Resources Office (Penro) earlier projected a total of P1.4 billion annually for the hauling of the garbage produced by all towns in Pampanga to the Kalangitan Sanitary Landfill in Capas, Tarlac.
Arturo Punzalan, Penro chief, said this during the presentation of the current situation of various dumpsites in the province with local chief executives, environmental groups and other stakeholders.
“Ang gastos pa lamang natin sa hauling ng basura ay P15,000 kada truck,” Punzalan said.
He said the current condition of the open and controlled dumpsites has reached an alarming state.
This came despite the massive campaign by Penro last year on waste segregation, including the establishment of clustered material recovery facilities in various localities.
