Philippine envoy to Syria replaced

MANILA — The Department of Foreign Affairs (DFA) announced Tuesday that the Philippine ambassador to Syria will be replaced by a person who has experience in repatriation efforts.
Ambassador Wilfredo Cuyugan will be back anytime soon to fulfill another task while his deputy Charge d’Affaires Ricardo Endaya will spearhead the emergency evacuation of Filipinos, DFA spokesperson Raul Hernandez said.
Cuyugan is a career ambassador and will remain as chief of mission on floating status pending his new assignment from DFA senior officials.
On Monday, Cuyugan confirmed that he was relieved of his envoy duties and was being recalled at the department’s main office in Pasay City.
In an interview, the DFA spokesperson said the order came from Foreign Affairs Secretary Albert del Rosario himself, who saw Endaya as more adept in handling the situation.
“He has been doing this for most of his career and we think that he would be effective in bringing back our people from Syria,” he said.
Prior to his appointment, Endaya was the executive director of the Office of the Undersecretary for Migrant Workers Affairs (OUMWA).
He once served as the country’s ambassador to Kuwait and Iraq, both countries that experienced war and political upheavals in the last 20 years.
The recall order, supposedly issued last week, stemmed from the alleged differences in the assessment of security situation in Syria between Cuyugan and his superiors.
The department recently raised alert level three in Syria even amid Cuyugan protesting that there was no actual threat of violence in the country, especially in Daraa and Homs where chaos were initially reported.
However, Foreign Affairs Undersecretary for Migrant Affairs Esteban Conejos, who came from a three-day visit to Syria, said there were “undercurrents” of violence in the country, noting several military outposts that allegedly created security tension.

In a statement, Migrante-Middle East regional director John Monterona said the government made the right move in recalling Cuyugan, whom they found “incompetent” in reading the “actual peace and order situation” in Syria.
“We welcome his recall from the post, while we continue to urge the DFA to clean its ranks from inept and incompetent envoy especially here in the Middle East,” he said.
Skirmishes between protesters and security forces loyal to Syrian President Bashar-al Assad have been ongoing for months, resulting in the deaths of scores of people. It has also prompted several foreign governments to warn their nationals about their continued stay in the country.
Weeks ago, the Philippine government promised to shoulder repatriation costs of some 17,000 Filipinos there. Only few signified their intention to leave the politically unstable country.
Hernandez said that at present, 108 of 420 Filipinos who have expressed their desire to return home have secured exit visas. The DFA said most of the repatriates availed of the repatriation program because of labor-related problems and not because of the perceived volatile situation there.
It was not immediately known, however, when the first batch of Filipinos will arrive in Manila, the DFA spokesperson said. (With BCVB/Sunnex)
