Peace adviser: I was too busy to campaign for Arroyo

PRESIDENTIAL peace adviser Teresita Quintos-Deles disputed a statement made Tuesday by a former consultant that she campaigned for President Gloria Macapagal-Arroyo in the 2004 elections.
“Everyone knows I had no significant role in GMA’s (Arroyo) campaign. At that time, I was very busy with the peace process and could not even attend her campaign sorties,” she said in a press statement.
According to a sworn statement submitted to the Senate by Ansari Alonto, a consultant with the Office of the Presidential Adviser on the Peace Process (Opapp) back then, he and the Opapp chief made the rounds in May 2010.
“Our group, comprising [Opapp secretary Deles], actor Robin Padilla, and I were conducting campaign sorties with the Muslim groups to drum up support for the GMA candidacy,” his statement read.
He said that was because Fernando Poe Jr., the opposition candidate, “was very strong in the area.”
“We went around all mosques here in Metro Manila with Robin Padilla. We were accompanied by Secretary Ging Deles and still the result of the elections in Metro Manila, majority votes of the Muslims here in Metro Manila went to FPJ,” he said.
He added the votes of the Muslims in Metro Manila likely reflected the sentiments of Muslims in Mindanao.
“Much as I would like to be able to say that I spent a lot of time with Robin, I can only recall three brief instances that I was with him,” Deles said.
She said the longest they were together was when Padilla recorded an appeal to kidnappers of truck driver Angelo dela Cruz, who was abducted in Iraq.
Dela Cruz was released after Arroyo agreed to pull out Philippine support troops in Iraq to support US-led coalition forces.
Senator Francis Escudero, Poe’s campaign spokesman in 2004, asked Alonto whether Deles gave him money for expenses. He said she did, adding he had been given money “for miscellaneous (expenses).”
“She gave me a little spending money because I wasn’t the operator, I was only there to observe the elections,” he added.
Escudero remarked that that may constitute electioneering.
Under the Local Government Code, government employees are prohibited from “[engaging] directly or indirectly in any partisan political activity or take part in any election” except to vote.
“There’s absolutely no truth to Ansari Alonto’s claims that I provided logistics for GMA’s campaign,” Deles said, adding she was one of 10 Cabinet secretaries who resigned after the “Hello, Garci” scandal came out.
The scandal was centered on a wiretapped conversation allegedly between Arroyo and then Commission on Elections commissioner Virgilio Garcillano. The two were supposedly discussing rigging the elections.
Arroyo later apologized for talking to an election officer but has denied any cheating took place.
Deles returned as peace adviser under the Aquino administration. (Sunnex)
