Palace welcomes graft raps vs Pichay

MALACANANG on Thursday welcomed the decision of a justice department panel to recommend the filing of charges of corruption, malversation, and banking law violations against former Local Water Utilities Administration (LWUA) board chairman Prospero Pichay Jr.
The charges stemmed from the alleged anomalous acquisition of Pichay of the thrift bank, Express Savings Bank Inc., which caused more than P480 million losses to the government.
The panel also found probable cause to indict acting LWUA administrator Daniel Landingin for the same offenses as Pichay.
“We welcome the decision of the Department of Justice (DOJ) panel of prosecutors to file charges of corruption, malversation, and violation of the banking law, against former Local Water Utilities Administration (LWUA) Board Chairman Prospero Pichay Jr., and acting LWUA Administrator Daniel Landingin,” Presidential spokesperson Edwin Lacierda said in a statement.
“In 2009, the LWUA, under the leadership of the respondents, entered into allegedly anomalous transactions with Express Savings Bank, Inc. (ESBI), then on the verge of bankruptcy. P80 million pesos was used to acquire 60 percent of the outstanding capital stock of ESBI, while another 400 million pesos taken from LWUA funds was deposited into the ESBI,” he added.
The resolution of the Department of Justice (DOJ) panel, along with all records of the case, has been transmitted to the Office of the Ombudsman for appropriate action.
“Our resolve to weed out corruption in government and hold guilty officials accountable has not lessened; but rest assured that we will likewise be vigilant in affording the respondents the rights due to them under the Constitution,” Lacierda added.
He stressed that this development represents yet another milestone in the government’s quest to promote a culture of good governance in the country, where the fight against corruption and the fight against poverty are equally important in achieving the vision of a progressive and prosperous Philippines.
The panel cleared from charges former trustees of LWUA–Renato Velasco, Susana Dumlao-Vargas, and Bonifacio Mario Pena Sr.–noting that they were not members of the board at the time the transactions took place.
Pichay, an ally of former President Gloria Macapagal-Arroyo, was dismissed from duty in July last year after the Court of Appeals denied his petition to stop the Office of the Ombudsman from suspending him for the alleged misuse of LWUA’s funds.
He was replaced by Arroyo’s agrarian reform official Rene Villa, who later became part of the so-called “Hyatt 10”, Cabinet officials who abandoned the former President to join the move for her ouster over the “Hello Garci” controversy.
