Palace prefers Arroyo to be under hospital arrest

MALACANANG preferred former President and now Pampanga Representative Gloria Macapagal-Arroyo to be placed in a government hospital.
Presidential spokesperson Edwin Lacierda said considering the condition of Arroyo, it would be more appropriate for her to be placed under hospital arrest.
“She is sick, she is recovering and, for all intents and purposes, we’d rather that she be placed in a government hospital,” Lacierda said. “My understanding also is she’s currently suffering from severe diarrhea or something, so that would still require some confinement in the hospital.”
Based on the recent medical bulletin of Arroyo issued by her attending physician Juliet Gopez-Cervantes, the former President is suffering from “diarrhea with crampy abdominal pains.”
Lacierda issued the Palace preference amid arguments regarding the detention of Arroyo, who is facing electoral sabotage charges in connection with the 2007 mid-term elections.
He said although Malacanang has given its opinion, the decision still lies within the discretion of the trial court.
He also refused to mention a particular hospital where Arroyo might be detained, leaving the matter to the court.
But two government hospitals both located in Quezon City are being eyed as possible detention areas for Arroyo. These include the Philippine Orthopedic Center and the Veterans Memorial Medical Center (VMMC), said lawyer Joel Pelicano, clerk of court of the Pasay City Regional Trial Court (RTC) Branch 112, which is hearing the electoral sabotage complaint.
The amenities that the court considered include the availability of airconditioning and comfort rooms, room size, and the security of the area, Pelicano said.
He clarified, though, that Presiding Judge Jesus Mupas has yet to make a decision about the issue.
The VMMC is also where Arroyo’s predecessor, Joseph Estrada, was detained for some time before he was transferred to a military facility in Tanay, Rizal and later to his vacation house while the plunder case against him during her presidency was being heard by the anti-graft court.
On Monday, Mupas inspected the VMMC, the Orthopedic Center, the Armed Forces Medical Center (commonly known as the V. Luna Hospital), as well as a facility at the headquarters of the Southern Police District (SPD) in Fort Bonifacio, Taguig City.
The 64-year-old Arroyo has been staying at the St. Luke’s Medical Center in Taguig since November 15 when she and her husband, former First Gentleman Jose Miguel Arroyo, were prevented by immigration authorities from leaving the country ostensibly to seek medical treatment for her ailment abroad.
Her lawyers recently asked the Pasay court last week for the former President to be placed under house arrest, particularly at her family residence in La Vista Subdivision, Quezon City.
One of her lawyers Lawrence Arroyo said Arroyo should be given respect as a former President of the country.
President Benigno Aquino III earlier said he is not against either house, or hospital arrest for as long the former President will face her charges.
Lacierda clarified that the executive department is not the one pushing for Arroyo to be placed at a detention facility in the Southern Police District but the Commission on Elections (Comelec), the party who filed the complaint against the lawmaker.
Meantime, Malacanang dismissed text messages alleging that Transportation Secretary Manuel Roxas II was the one who chose Judge Mupas to handle the case of Arroyo.
Lacierda said it would be impossible since the selection of judge was done through electronic raffling.
“This is all a fabrication, a demolition job against the government in general and against Secretary Mar Roxas in particular,” he said. (Jill Beltran/Sunnex)
