Palace bares new appointments to SEC, Neda

PRESIDENT Benigno Aquino III has appointed new high-ranking officials to the Securities and Exchange Commission (SEC) and the National Economic and Development Authority (Neda).

Deputy presidential spokesperson Abigail Valte, in her regular radio press briefing Sunday, announced that veteran accountant and auditor David Balangue will serve as the newest commissioner of the SEC, replacing Raul Palabrica who retired last March.

Balangue was chairman and president of Sycip Gorres Velayo (SGV) Foundation from 2003 to 2010. He was with the premier accounting firm since 1982.

He placed second in the Philippine Certified Public Accountant Board Examinations in 1972. A year earlier, he finished magna cum laude at the Manuel L. Quezon University with the degree of Bachelor of Science in commerce, major in Accounting.

He also holds a Master in Management Degree, major in Finance from the Graduate School of Management of Northwestern University in Illinois.

He is a current director and member of the audit and risk committee of Trans-Asia Oil and Energy Development Corp. and Roxas Holdings Inc.

Valte also announced the appointment of Emmanuel Esguerra as acting deputy director-general of Neda vice Augusto Santos, who served as acting head of the socio-economic planning agency thrice.

Esguerra is a member of the faculty of the University of the Philippines (UP) School of Economics, where acting Director General Arsenio Balisacan once taught.

He both earned his undergraduate and graduate degrees in economics at the state university, while he finished his Doctorate in Agricultural Economics at The Ohio State University in the United States in 1993.
