PAL: Outsourcing in full swing despite protests

MANILA — The Philippine Airlines (PAL) started Saturday its long-delayed financial restructuring program by outsourcing 2,600 jobs in its three non-core units to service providers.
Sky Logistics, Sky Kitchen, and Manny Pangilinan-led SPi Global formally took over the airline’s ground handling, catering, and call center reservations functions, respectively.
Hundreds of volunteers stayed in their posts to perform check-in and ramp and catering functions but a PAL Employees Association (Palea) official claimed otherwise.

“We received information from an insider that some administrative workers who volunteered were already physically drained. Also, they (PAL) are operating flights using untrained volunteers. Who do you think cares for the riding public,” Palea women’s committee head Ginalyn Licayan told Sun.Star.
In a list furnished to media, the 70-year-old PAL said it operated 50 international flights and 38 domestic flights on Saturday although the airline has cut operations as part of its transition to service providers.
Earlier, PAL assured the public that only selected flights would be suspended for a few days and would resume on varying dates in October and November as operations are expected to return to normal after the spinoff.
“We have fewer cancellations as each day passes. We’re deploying more flights but we don’t want to bite more than we can chew so our flights remain at reduced levels. We’re slowly bringing it back to normal as service providers are busy at work,” PAL vice president for corporate communications Joey de Guzman told Sun.Star.
Both camps also refused to confirm a television report that around 720 unionized workers decided to be absorbed by the service providers on a probationary status.
“I don’t have the numbers yet. Moreover, the situation is really fluid at this point since some (former ground employees) are still in the process of transferring to the outsourcing companies. We will let you know once we get official figures from the service providers,” De Guzman said.
The airline earlier defended the implementation of its spin off/outsourcing program against critics, saying the company is well-within its rights to restructure operations to ensure long-term survival and to save the jobs of its 5,000 remaining employees.
PAL closed the doors in ironing out differences over the outsourcing plan, which stemmed from the airline’s P15-billion losses at the height of global financial crisis in 2008 and 2009.
Airline officials had said they would stop the outsourcing plan if Palea can successfully obtain a restraining order from the appellate court.
No decision has been rendered yet since Palea elevated the case to the Court of Appeals last August 26.
The union earlier called on PAL to end the dispute by halting the outsourcing plan pending the final decision of the courts even as they conducted protest actions in Manila, Cebu, Bacolod, and Davao over the weekend to oppose the measure. (Virgil Lopez/Sunnex)
