Pagcor favored Arroyo districts before 2010 polls

TWO “lucky districts” – one from Pampanga and Bicol – benefitted from the intelligence funds appropriated by the Philippine Amusement and Gaming Corporation (Pagcor) in 2010, a party-list lawmaker disclosed Tuesday during the hearing on the agency’s budget.
Bayan Muna Representative Neri Colmenares said P185 million was supposed to be allocated for the said two districts, with each barangay receiving at least P1 million each. The amount will come from the P350 million intelligence funds of Pagcor.
At that time the transaction was made, then President Gloria Macapagal-Arroyo’s son, Juan Miguel “Mikey” was occupying a congressional seat in Pampanga while Diosdado “Dato” was then a district representative in Camarines Sur. The former President took over the seat of Mikey Arroyo after she won in the 2010 national and local elections.
However, Colmenares said after “some people smelled something fishy”, the transaction was cancelled. The money then was remitted to the Presidential Social Fund (PSF) “to give this indirectly to the lucky districts”.
Colmenares’ assertion was confirmed by Pagcor chair Cristino Naguiat Jr. during the House Committee on Appropriations’ briefing of the agency’s budget which was attended by Pacgor board members.
“I am glad Pagcor confirmed that based on vouchers available to Pagcor indeed there was such subsequent remittance to the PSF. The Presidential Management Staff must immediately give to Congress records of disbursements of these funds as this could constitute not just a violation of election laws but of plunder as well for both Pres. Arroyo and former Pagcor chairman Ephraim Genuino,” the lawmaker said in a press statement.
Colmenares further found it questionable that a May 28, 2010 report showed that former chair Genuino remitted to Malacanang millions in intelligence fund which even includes the appropriation for June 2010.
“Why would President Arroyo advance millions of pesos in intelligence fund for June when her term was about to end escapes me,” he said.
Under the proposed budget for 2012, government-owned and -controlled corporations (GOCCs), which the Pagcor is under, will be allocated P18.17 billion for maintenance and other operating expenses and P25 billion for capital outlays. The proposed national budget is P1.816 trillion.
