No tax increase for 5 years in ‘Mabalacat City’: Morales

MABALACAT — Mayor Marino Morales assured that there will be no tax increase for five years once this first-class town is converted into a component city.
Morales issued the statement following apprehensions by businessmen and constituents here of an immediate increase in taxes.
The mayor at the same time expressed optimism on the approval of the Mabalacat cityhood bill at the Senate — House Bill 2509, “An Act Converting the Municipality of Mabalacat in the Province of Pampanga into a component city to be known as the Mabalacat City.”
Irish Calaguas, senior political affairs officer of Congressman Carmelo Lazatin, said the cityhood bill was approved by the House of Representatives last June 6 and was transmitted to the Senate on June 13.
House Bill 2509 stipulates the five-year moratorium on tax increase, which can be further extended, said Morales.
Once converted into a component city, Mabalacat will be the third city in Pampanga. The others include Angeles City, a charter city; and the City of San Fernando, which is a component city under the control of the Provincial Government.
Mabalacat is expected to play a significant role in the development of the province because it covers the fast growing Clark International Airport inside the Clark Freeport.
The town is also directly linked to the modern Subic-Clark-Tarlac Expressway via the Dolores Interchange and the Mabiga Interchange.
“Mabalacat will be the next Makati north of Manila. Investors who want to locate in Mabalacat can easily access the Clark airport and the deep-sea port of Subic Freeport which is just 30 minutes away from the town,” Morales said.
“The five-year tax increase moratorium will allow investors to rethink their business plans in the town. Mabalacat is the next big thing in Pampanga. It will become the financial district of Pampanga and it will happen,” he added.
Most residents of Mabalacat town support the conversion of the first class town into a component city, a survey conducted recently in Mabalacat villages revealed.
The town’s income already reached over P144 million annually, which is way above the P100 million income requirement to become a component city.
On population, the National Statistics Office has also certified that the town has 203,000 residents, more than double the 100,000 required population.
Mabalacat has all the economic generators that it needs to prosper and its conversion into a component city will further improve delivery of basic services to the people, said Morales.
