More rains expected after ‘Falcon’

MANILA — Tropical Storm “Falcon” is expected to leave the Philippines Saturday afternoon, but parts of the country may still expect rains due to southwest monsoon, weather forecasters said.

Senior weather forecaster Rene Paciente on Friday said Falcon will continue to enhance the southwest monsoon and rains are expected to last until next week in some parts of Luzon and Western Visayas.
As of 11 p.m. Friday, Falcon was spotted 410 kilometers of Basco, Batanes, packing maximum sustained winds of 95 kilometers per hour (kph) near the center and gustiness of up to 120 kph. It is moving northwest at 22 kph.

Public storm warning signal number 1 was lowered late Friday, said the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa).

The agency said Falcon will be 270 kilometers west southwest of Okinawa, Japan by Saturday morning.
At 7 p.m. Friday, the National Disaster Risk Reduction Management Council (NDRRMC) reported that floods and rains affected 32,118 families or 166,708 people in 132 villages in 17 towns in Bulacan, Pampanga, Zambales, Rizal, Albay; and the cities of Makati, Malabon, Manila, Marikina, Quezon City, Taguig, and Valenzuela in Metro Manila.

Of the affected, 10,143 families or 48,712 people were evacuated to 23 evacuation centers in Albay, Rizal, Zambales and Metro Manila.

Floods have also affected major cities in the capital, including Manila, Valenzuela, Las Piñas, Makati, Malabon, Marikina, Pasay, Pasig, Quezon, and San Juan.

A television report said Marikina City’s Tumana River swelled Friday evening, prompting residents to evacuate to higher grounds.

In Pampanga, at least 72 villages in nine towns have been affected by Falcon. The tropical storm also damaged nearly 500 hectares of rice land as of Friday.

Submerged in floods were at least 22 villages in Guagua town, 15 villages in Lubao town, 11 villages in San Fernando, five villages in Sasmuan, two villages in Masantol, two villages in Sto. Tomas, one village in Sta. Rita, and another one in Floridablanca.

The flood water rose to as high as three feet, disaster officials said.
In Minalin town, Mayor Arturo Naguit said 15 villages in his town are flooded to as high as four feet. He said more than 13,900 individuals were affected by the flooding.

The Manila International Airport Authority (MIAA) also reported Friday that more than 70 domestic and international flights have been cancelled since Thursday.

These domestic flights include 28 flights of the Cebu Pacific from Manila to Naga, Cebu, Caticlan and Kalibo, and Sea Air’s roundtrip journey to Batanes on Friday.

The NDRRMC also reported around 70 passengers, seven trucks, 15 vessels and 15 motorbancas were stranded at the Tabaco City International Seaport, Pioduran, Rapu Rapu, and Victory all in Albay province; Pilar, Pasacao, Sabang, Tamban and Guijalo all in Sorsogon province; Virac and San Andres in Catanduanes. Thirty-eight passengers were stranded in the Calatagan port in Batangas province.
Moreover, the Department of Education on Friday reported that pre-school, elementary and secondary classes were suspended Friday in Metro Manila, Cavite, Laguna, Bulacan, Antipolo City, Malolos City, Zambales, Bataan, Albay, Pangasinan, Cotabato City and Maguindanao province.

Suspensions of classes were also recorded in the tertiary level, especially in Metro Manila but the discretion was left to school administrators, the Commission on Higher Education (Ched) said.
Under Ched Memorandum Order 34 series of 2010, classes in the college-level will only be automatically suspended when a public storm signal number three is declared.

Schools are given discretion to suspend classes during signal numbers one and two but the militant Kabataan party-list found the policy “weak”.

“It is bothersome that Ched, even on the suspension of classes, now appears at the behest of schools when it should be the other way around,” Athena Gardon, Kabataan party-list secretary general, said.
Gardon said students are “battered” every time they are forced to brave the stormy weather to go to school.

“Obvious empirical signs of a bad weather, for instance, should push Ched to call the shots,” she said.
Storm signal number one has winds of up to 60 kph, up to 100 kph in signal number two, while signal number three has between 100 and 185 kph.

Malacañang on Friday suspended work in government agencies in the National Capital Region due to heavy rains dumped by Falcon.

Executive Secretary Paquito Ochoa issued Memorandum Circular 14 canceling work in government agencies in NCR starting at 1 p.m. Friday.

“However, those agencies whose functions involve the delivery of basic and health services, preparedness/response to disasters and calamities, and/or the performance of other vital public services shall continue with their operations and render the necessary services,” read part of the memorandum.
Deputy presidential spokesperson Abigail Valte, meanwhile, assured on Friday that President Benigno Aquino III remains on top of efforts to address the storm’s effects despite his failure to attend a briefing of disaster response agencies at the NDRRMC office in Camp Aguinaldo, Quezon City.
“President Aquino gets constant updates from the Cabinet secretaries concerned about the typhoon situation,” she said.

Reports from the press corps assigned in Camp Aguinaldo said the President was supposed to go to Camp Aguinaldo from his earlier engagement in Angat, Bulacan to personally oversee efforts regarding typhoon Falcon.

However, the President canceled his visit to NDRRMC and chose to head back to Malacañang.
Valte said there is no need for the President to personally check his men because he has been constantly updated on the typhoon.

Malacañang also commended concerned agencies that attended to the victims of floods in the capital.
“We commend the MMDA (Metro Manila Development Authority), the PNP (Philippine National Police) and LGUs (local government units) for their efforts to attend to the needs of the commuting public and neighborhoods affected by the strong rains,” presidential spokesperson Edwin Lacierda said.

“Even as government employees in the National Capital Region have been allowed to go home, MMDA employees under the lead of Chairman Tolentino continue to work round-the-clock,” he added.
“As we undertake the cleanup and repair of the metropolis, this is a harsh reminder of the increasing challenges erratic weather patterns will bring in their wake because of global warming,” he said.
He also lauded the behavior of the public in facing the weather disturbance.

“Metro Manila residents demonstrated exceptional patience and endurance, but we are all committed to making these events a thing of the past,” Lacierda said.
