Mindanao senators want ceasefire with Moro rebels to stay

SENATORS from Mindanao on Friday called for a stop to violence in the region that has already claimed the lives of 25 soldiers, saying peace talks with the Moro Islamic Liberation Front (MILF) must continue.
Senator Teofisto Guingona III, chairman of the Senate committee on peace and reconciliation, said ceasefire mechanisms Coordinating Committee on the Cessation of Hostilities (CCCH) and the Ad Hoc Joint Action Group (Ajag) should act quickly to defuse tension.
Lawyer Marvic Leonen, chairman of the government panel dealing with the MILF, said he already directed the CCCH to look into a clash in Basilan that left 19 soldiers dead. The MILF also ambushed soldiers in Zamboanga Sibugay Thursday, bringing the death toll up by six.
“Despite several major conflicts, the mechanism allowed the peace talks to continue and move forward for 14 years. I appeal to all sectors in our society, to allow the ceasefire mechanisms to work,” Guingona said.
Despite his call for peace, Guingona condemned the Basilan ambush, calling it “an injustice that could not be allowed to pass without a fair and just resolution.”
Survivors of the battle in Basilan, in television interviews, said the rebels ignored cries for mercy from wounded Army men.
“Violence must stop, rule of law and justice should be the order of the day,” the senator from Bukidnon said.
Senator Aquilino Pimentel III, for his part, called on the MILF to heed Mindanao’s desire for peace and lay down their arms.
The senator, who is from Cagayan de Oro, said in a press statement that “senseless violence and killings must stop. That is the wish of our Muslim brothers and sisters and everyone in Mindanao.”
A temporary ceasefire is in place and the government peace panel has been meeting with the MILF in Kuala Lumpur, Malaysia in recent months.
In August, President Benigno Aquino III met with MILF chairman Al Haj Murad Ebrahim in Japan and agreed to keep talking peace.
Those talks hit a snag this week although Leonen has said the incident should not derail the next round of talks.
“This incident will certainly be part of the agenda in the next meeting of the parties. We will honor our dead by continuing in our efforts to find and negotiate fundamental but pragmatic solutions to this conflict in Mindanao so that in the near future no one else — soldier or civilian — will fall victim to these types of violence,” he said.
“It is time for them, I think, to go the route of peace instead of armed struggle in their search for a just resolution of their grievances,” Pimentel said.
He said he did not expect the MILF to surrender, adding their “just grievances should be addressed by the government.”
“Political negotiations should continue, but perhaps with ironclad guarantees that both sides should refrain from violence under any circumstances, to prevent a repetition of armed clashes that undermine the peace process,” he said.
Pimentel said the MILF could take a cue from nationalist group Euskadi Ta Azkatasuna (Basque Homeland and Freedom, ETA) in the Basque Country straddling France and Spain, which announced early Friday that it would lay down its arms after fighting for independence since the 1960s.
“The war in Muslim Mindanao has already led to so much violence and bloodshed for over four decades,” he said.
Senator Gregorio Honasan, a former military officer, meanwhile, said peace talks should push through despite hostilities.
“We shouldn’t give up on the peace process but more importantly, there should be a long-term comprehensive peace policy in place. Every time we go into peace talks, it just becomes a vicious cycle of: peace talks, then violation of the peace talks, then encounters, then peace talks again,” he said.
Honasan is chairman of the Senate committee on public order.
Earlier Friday, Senator Panfilo Lacson told reporters that President Aquino should “do an Erap,” referring to former President Joseph Ejercito Estrada’s “all-out” war against the MILF in 2000.
The Armed Forces of the Philippines captured Camp Abubakar, the MILF’s headquarters and training camp, but around 985,000 lost their homes in the fighting.
The government is still trying to find new homes for many of those displaced in the clash, as well as in fighting in 2008 after signing of a proposed Memorandum of Agreement on Ancestral Domain failed to push through.
The agreement, which would have granted Muslims a larger “homeland,” inflamed tensions in Mindanao, with Christian residents of Zamboanga City holding vigils in protest.
