Mayor vows to dismantle illegal fishpens

MACABEBE – The town mayor here vowed Friday to dismantle illegal fishponds causing obstruction at the mouth of Manila Bay.
Mayor Annette Balgan said illegal fishponds in their town could be partly blamed in the flooding problem, affecting low-lying towns in the province.
She said the illegal structures obstruct free flow of water from the Pampanga River going to Manila Bay.
Balgan claimed that in Barangay San Esteban alone, a place near the mouth of Manila Bay, more than 50 hectares have been occupied by illegal fishponds.
“Hindi po kami ang nagbigay ng permit sa mga ito para mag-operate. Bureau of Fisheries and Aquatic Resources (BFAR) po ang nag issue ng permit,” she said.
The mayor warned fishpond operators to voluntarily remove their structures otherwise they would be facing demolition in the coming days.
“Nakahanda na ako, naghihintay lang ako nang go-signal mula sa kinauukulan para simulan ang pagsira sa mga ito. Unfair ang ginagawa ninyo sa amin. Pati ang aming maliliit na mangingisda ay apektado,” Balgan said.
As early as 1995, former President Fidel Ramos already ordered the demolition of illegal fishponds in towns of Macabebe and Masantol.
Ramos ordered the creation of Task Force Bilis Daloy for the said purpose. It was headed by then Senior Superintendent Ruben Cabagnot, Central Luzon police deputy director for operations.
However, dismantling of structure involving illegal fishponds was subsequently stopped for lack of funds.
