Local government sec: Revenue share cut a challenge to mayors

CITY OF SAN FERNANDO – Department of Interior and Local Government Secretary Jesse Robredo on Saturday told members of the Pampanga Mayors’ League that the 4.8-percent cut on the Internal Revenue Allotment (IRA) next year is a big challenge to all local government units (LGUs).
Robredo justified the 4.8-percent reduction by stating a formula followed by the Executive Department in proposing the annual budget to be appropriated to LGUs.
According to him, the national income taxes for the past three years have been considered by the government in coming up with the IRA for 2012. He said the national taxes collected in 2009 are 4.8 percent lower as compared to the 2008 tax collection.
“Ang problema po natin mas mababa ang koleksiyon noong 2009 sa 2008 ng 4.8 percent,” the DILG chief pointed out.
Robredo added that local executives need to prioritize their projects and participate in the intense collection of local taxes in order to overcome the effect of the IRA reduction.
“Ibig sabihin: more judicious use of government money and at the same time more focus on local revenue mobilization,” he said.
Meanwhile, Floridablanca Mayor Eddie Guerrero opined that the sudden decrease of IRA for next year is too much, particularly for a 4th class municipality. This, according to him, negates fiscal autonomy as mandated by the Local Government Code.
Guagua Mayor Ric Rivera stressed that for several years, it has been observed that the IRA of LGUs increases every year. He said it is only now that the same was reduced by 4.8 percent.
