Lawmaker wants shanties along riverbanks demolished

HOUSES or shanties constructed along rivers and waterways will be demolished by the Metro Manila Development Authority (MMDA) and local government units (LGUs) once a proposed legislation is enacted into law.
Agham party-list Representative Angelo Palmones noted that the government said the construction of houses along riverbanks is one of the major causes of severe flooding in urban centers.
Under House Bill 4938 filed by the lawmaker, barangay captains face a fine of not more than P50,000 and imprisonment of 6 months if found guilty of allowing people to construct shanties along rivers and waterways.
However, the bill to be known as “Housing Ban along Riverbanks Act of 2011”, allows people to construct houses or shanties 10 meters away from the edge of the rivers and bodies of waters.
Palmones cited several tragedies that happened in the country like those in the Matina area of Davao City covering the barangays of Matina Pangi, Matina Aplaya, Matina Balusong, Bangkal and Talomo on June 29, 2011. He said the flooding in Davao that killed 25 people and affected more than 100,000 people have built their houses and shanties along the waterways.
Flooding was also the cause of the death of an undetermined number of people in Ormoc City in Leyte on November 6, 1991 and in Metro Manila during typhoon Ondoy. Citing the study of the Department of Science and Technology (DOST), Palmones said the main reason for the flooding in Ormoc City is the construction of houses along the riverbanks of the Anilao River.
“The study showed that the houses along the Anilao River constricted the pathway of the water. This accumulated debris along the river temporarily damming the rushing floodwaters. Eventually when the dam broke the floodwaters carried with it the houses along the riverbanks. This caused the death of more than 8,000 persons,” Palmones said. (Kathrina Alvarez/Sunnex)
