Lawmaker bats for courts in Magalang, Mabalacat

MABALACAT — Pampanga First District Representative Carmelo “Tarzan” Lazatin has filed a bill seeking to establish two separate municipal trial courts (MTCs) in Magalang and Mabalacat.
The lawmaker said the move seeks to prevent the backlog in the hearing of cases in the MTC level
If passed into law, House Bill No. 4333 will amend Batasan Pambansa Blg. 129 or the Judiciary Reorganization Act of 1980 to include two municipal trial court branches in Mabalacat and Magalang.
“With the pressing need to expedite the delivery of justice and to attend to other judicial concerns of the people, there is a call for the creation of additional municipal trial courts in the province particularly in the municipality of Magalang and Mabalacat,” Lazatin said in his bill.
Lazatin said although a prescribed number of municipal courts are stated in Batas Pambansa Blg. 129, the present time necessitates additional municipal courts in order to accommodate different types of cases.
Lazatin’s bill is a welcome development, especially for residents of Magalang, who have been longing for a municipal trial court of their own for a long time.
The pursuit of justice for residents of Magalang has been very costly and tiresome as they have to travel to nearby Mabalacat to file cases and attend court hearings in nearby Mabalacat-Magalang Municipal Circuit Trial Court.
“With a municipal trial court of their own, Magalang residents will be eased of their legal burden and the pursuit of justice will be hassle-free,” Lazatin said.
At the same time, Lazatin said the establishment of two municipal trial courts will ease Mabalacat-Magalang Municipal Circuit Trial Court of burden of attending to hundreds of cases and the speedy disposition and resolution of legal issues will be ensured.
If approved, the Supreme Court shall issue the necessary rules and regulations for the effective implementation of this Act. If needed, the High Court shall realign seats of existing branches and their territorial jurisdictions.
