Kuryente, tubig sa paaralan ng Dumagat, wala parin

LUNGSOD NG MALOLOS – Pangungunahan ni Gob. Wilhelmino Alvarado ang pagsasagawa ng proyekto para mabigyan ng suplay ng tubig at kuryente ang paaralan ng mga katutubong Dumagat sa loob ng Angat watershed.

Ito ay dahil hindi parin nabibigyang aksyon ng National Power Corporation (Napocor) ang kahilingan ni Alvarado na ipinabatid noong Disyembre 2011.

Dahil sa kalagayang ito, tinatayang aabot pa ng ilang buwan ang pagtitiis ng mga mag-aaral na Dumagat bago magkaroon ng instilasyon ng kuryente at tubig sa Coliango Dumagat School sa Sito Manalo, Barangay San Lorenzo, Norzagaray, Bulacan.

Ayon kay Danilo Sevilla, bise presidente ng Napocor na siyang namamahala sa Angat Dam Watershed, hiniling ni Alvarado noong Lunes (Hunyo 4) na mabigyan ng kapangyarihan ang kapitolyo para ipatupad ang kahilingang proyekto.

Ito ay anim na buwan matapos ipabatid ng gobernador kay Froilan Tampingco, pangulo ng Napocor ang pangangailangan ng mga mag-aaral na Dumagat.

“Mas mabilis ang implementasyon kapag si Governor ang gumawa,” ani Sevilla sa isang panayam kamakailan.

Ipinaliwanag niya na hindi basta makakilos ang Napocor sa kahilingan ng punong lalawigan dahil hindi na sila ang nagmamay-ari ng mga ari-arian at pasilidad ng Napocor.

Ayon kay Sevilla, mula ng pagtibayin ang Republic Act 9136 o ang Electric Power Industry Reform Act (Epira), nalipat na sa Power Sector Assets and Liabilities Management (Psalm) ang mga ari-arian ng Napocor.

Dahil sa nasabing batas, ang naiwang trabaho sa Napocor ay ang operation and maintenance o ang pamamahala sa operasyon at pagmamantine ng mga ari-arian nito.

“We will grant the governor’s request to give them authority in providing power and water to Dumagat schools within the watershed,” ani Sevilla.

Matatandaan na sa sa pagsasagawa ng pulong ng Regional Development Council (RDC) ng Gitnang Luzon noong Disyembre sa Aurora ay pormal na hiniling ni Alvarado kay Tampingco na bigyan ng tubig at kuryente ang paaralan ng mga katutubo.

Binigyang diin ng punong lalawigan ang kahalagahan nito dahil sa mahabang panahon ay hindi nabibigyang pansin ang pangangailangan ng mga katutubo.

Iginiit pa niya na isang kabalintunaan ang kalagayan ng mga katutubong Dumagat sa loob ng 63,000 ektaryang Angat Watershed.

Ito ay dahil sa ang mga katutubo ay nakatira sa loob ng watershed na pinagkukunan ng tubig inumin ng kalakhang Maynila.

Bukod dito, di rin sila kalayuan sa Angat River HydroElectric Power Plant (Arhepp) na may kakayahang lumikha ng 245 megawatt na kuryente.

Ayon pa kay Alvarado, ang kawalan ng tubig at kuryente sa Coliangco Dumagat School ay maituturing na patuloy na sampal sa mga katutubo.

Ito ay dahil sa ang mga Dumagat ang orihinal na nakatira sa kabundukang nasakop ng watershed bago pa itayo ang Angat Dam noong unang bahaging dekasa 60.

Sa naunang pahayag, sinabi ni Tampingco na sa halip na kuryenteng nagmumula sa planta ang gamitin nila sa paaralan ay posibleng maglagay sila doon ng mga solar panels.

Ito ay dahil sa mas malaki ang gagatusin sa paglalatag ng kable ng kuryente mula sa Napocor patungo sa paaralan.

Hinggil naman sa tubig na magagamit sa palikuran ng paaralan, sinabi ni Tampingco noong Enero na kinukunsidera din nila ang paglalagay ng rain water harvesting system sa paaralan.

Ang nasabing sistema ay magsasahod ng tubig ulan na maiipon sa malaking tangke ng tubig at sasalain upang magamit ng mga katutubo.

Sa huling pagbisita ng mamahayag na ito sa nasabing paaralan noong Agosto 2011, napansin na ang malaking tangke ng tubig para sa rain water harvesting system.

Ngunit hindi sapat iyon dahil sa ang alulod na nakasahod sa bubong sa dadaluyan ng tubig ulan patungo sa tangke ay may mga sira.
