Inquirer Read-Along: Learning early about Naga’s simple hero

MANILA, Philippines—How better to cement Jesse Robredo’s legacy in Philippine history and society than to teach to the next generation his humility as a government official and his passion in serving the public.
Around 80 elementary students in grades one to three from Pasig City learned about the former secretary of the interior and local government when he was mayor of Naga City during a Philippine Daily Inquirer Read Along with Khalil Kaimo and Paolo Valenciano.
They read the children’s book “The Public’s Servant” by Didith Tan Rodrigo, which tells about Robredo’s simple and down-to-earth acts as mayor of Naga. The book is part of Ramon Magsaysay Award Foundation’s “Great Men and Women of Asia – Children’s Series.” Robredo was an awardee for government service in 2000.
“We need more people like [Robredo] and what better way than to start with the kids when they’re very young,” Valenciano said in an interview with Inquirer after the Read Along.
The book is told in simple “Internet chat” style between two friends, Chris or “XtnXtra” played by Kaimo, who is in New York, and Matt or “MattDude2000,” played by Valenciano, who is on vacation in his parents’ hometown of Naga City.
Matt chats with Chris about his personal encounters with “Mayor Jesse.” The first time when Mayor Jesse was playing basketball on the streets with locals and wearing regular T-shirt and shorts.
The second time, Matt goes, was when he saw Mayor Jesse go out to the ricefields in a bicycle to bring back a girl who ran away from her parents. And the third time was when a typhoon hit the city and Mayor Jesse led the rescue team in saving people from the devastation.
Throughout the chat sessions between them Chris and Matt express awe and surprise at Mayor Jesse’s acts and behavior that were contrary to the common perception of a government official.
The biggest surprise that Matt found out about Mayor Jesse was when he saw the latter sweeping the streets on his own after the mess caused by the storm.
Valenciano said he found that part of the story having the most impact on the children. “I could see some of the kids were also like ‘What? He was sweeping the [streets]?’” he said.
“I think subconsciously we’re teaching them humility, and right now it’s what the country needs,” Valenciano said.
Kaimo expressed his wish that there would be more government officials like Robredo. “They [should] lead by example rather than [boast] ‘I built this [and] I built that.’ How many of them do you actually see sweeping streets and cleaning up their city?” Kaimo said.
When asked what significance Mayor Jesse could have on children, Valenciano said, “He wasn’t really doing great things, he wasn’t really building bridges. He was just a simple guy doing honest work. That’s what’s good to teach to children.”
“Its good to let the kids know about people that have [made a significant impact] just by doing what’s right,” he added.
Kaimo said that it was because Mayor Jesse led by example that he became significant to the people of Naga. “The people at the top start it, then the people under them will see it and they’ll start doing it. The domino [effect] doesn’t start at the bottom, it should start at the top.”
During the story-telling, the kids were so engrossed that when Kaimo and Valenciano tried to provide explanations, one kid spoke out and requested that they continue with the story already.
Near the end of the book, Chris expressed disbelief in Matt’s stories about the mayor of Naga. “So this mayor plays basketball with anyone, rides a bike to save a child, and sweeps the streets after a storm? Dude, that’s not a mayor!” Chris said in disbelief.
“That’s… I don’t know what that is,” he told Matt.
Matt replied simply: “Well, that’s Naga’s mayor!”
The 80 students who heard and read the story of Mayor Jesse hopefully have found a new hero to look up to and emulate.

NDRRMC warns possible tsunami in PH after 7.1 quake rattles Colombia
MANILA, Philippines—The National Disaster Risk Reduction and Management Council warned early Monday all local offices for possible tsunami occurrences after a 7.1-magnitute shook southwestern Colombia Sunday, a report from Radyo Inquirer 990 AM said.
Though no damage or injuries were reported in Colombia, the NDRRMC gave a directive for its provincial offices to prepare for any eventualities.
Associated Press reported the quake struck at 11:31 a.m. local time 30 miles (48 kilometers) from the regional capital of Popayan and was felt in Bogota as well as 10 of Colombia’s 32 states. The U.S. Geological Survey said its epicenter was 94 miles (150 kilometers) beneath the earth’s surface.
The quake was the most powerful to hit Colombia since a 7.2-magnitude temblor shook the same region in 2004, said Patricia Pedraza of Colombia’s geological service.
Security chief Edith Cabeza of Cauca state, of which Popayan is the capital, said the “white city” of 270,000 inhabitants suffered no damage.
Popayan’s historical center was largely reconstructed after a March 1983 quake that killed at least 250 people.

Review of old case puzzles cardinal
CEBU CITY –- The child abuse case in the United States against a high-ranking Cebu Church official had been resolved more than 20 years ago, said Archbishop Emeritus Ricardo Cardinal Vidal.
The cardinal, who arrived in Manila last Saturday night, met and talked with Msgr. Cristobal Garcia last week.
“Ok namansiya (He’s ok). I told him, ‘Just suffer a little. The damage has been done. The Lord will restore everything’,” Cardinal Vidal said.
He added that he has all the documents pertaining to the transfer of Msgr. Garcia from the Dominican congregation in the United States to the Archdiocese of Cebu.
The ongoing investigation by the Holy See or the office of Pope Benedict XVI on the same case puzzles Cardinal Vidal, who added that media reports seem to portray that the Church “has done nothing” about Garcia’s case.
“I have already institutionalized his incardination 20 years ago,” Cardinal Vidal told Sun.Star Cebu. He added that the Dominican superior at that time was happy that Garcia was accepted in the archdiocese.
Priestly faculties
He referred to the process Garcia underwent of leaving the Dominican congregation in the United States and being accepted in the Archdiocese of Cebu.
“He (Garcia) was given back all his priestly faculties. He underwent a program under (the late) Archbishop Manuel Salvador who was a canon lawyer,” Vidal said, after giving a speech at the Indiana Aerospace University’s Saint Therese of Lisieux chapel in Lapu-Lapu City on Sunday.
Archbishop Salvador was a co-adjutor Archbishop of Cebu in the early 1970s.
“On this day of Saint Therese, we are reminded once again of spiritual childhood. During the time of Saint Therese, the elevator was just invented and she used it as reference to get to heaven as fast as she could,” said Cardinal Vidal during the school’s foundation anniversary.
What prompted it?
University chairman JovenalToring gave Cardinal Vidal a replica of the RPC 50 airplane used during the fluvial procession of the Sinulog celebration, as a token of appreciation for supporting a scholarship program for poor but deserving students.
The 81-year-old prelate, who served as Cebu’s archbishop for almost three decades, said he does not know why Garcia’s old case is being reviewed by the Holy See. He added that he does not know what triggered the probe.
Garcia was ordained a Dominican priest by Vidal’s predecessor, the late Julio Cardinal Rosales. He was then incardinated by Vidal and later given the title monsignori then appointed Archdiocesan Commission on Worship chairman.
He was relieved of all his official functions in the Archdiocese of Cebu by Archbishop Jose Palma earlier this year, to heed an instruction from the Holy See.
Msgr. Cris, as he is popularly known, also used to be the business manager of the archdiocesan newsletter Ang Bag-ongLungsoranon, in-charge of the publication Mag-ambahan Kita and spiritual director of World of Fatima and BukasLoobsaDiyos communities.
Track record
He is known as a collector of religious artifacts made from various materials such as ivory, silver, porcelain and even one Nativity scene made from candy wrappers. These items are usually on display during the Lenten season or other religious occasions at the Archdiocesan Shrine of the Black Nazarene in Cansojong, Talisay City or in malls and museums in Cebu City.
Garcia also founded the Society of the Angels of Peace (SAP), which is a religious congregation of priests, brothers and nuns dedicated to assisting in liturgical services in parishes.
Canon lawyer Msgr. Raul Go earlier explained that Garcia is on administrative leave, pending the investigation by Vatican officials.
Vidal said he was saddened by the news on Garcia and he encourages those who want to show their support to come out and do so.
