Hog farms monitor group reactivated

CITY OF SAN FERNANDO — The Provincial Board (PB) committee on environment over the weekend reactivated the multi-sectoral monitoring team (MMT) checking on the environmental compliance of hog farms in Porac.
After a flurry of brickbats and heated exchanges during the committee hearing at Capitol led by committee chairman Nestor Tolentino, his fellow board members, hog farm owners, local officials of Porac and environment officials, the group agreed to reactivate the “once discontinued” efforts of the MMT.
A motion from Board Member Ricardo Yabut was seconded and approved by the group, after non-government organization Krusada Kontra Amoy (KKA) was convinced to join the monitoring team.

KKA’s Joyce Tamayo disclosed that their group declined to join the previous monitoring team because of conflicts in schedule and the composition of the team in particular.
KKA has for nine years been in the forefront of the stench war versus the hog farms in Porac.
But Tamayo gave in to Yabut’s proposal where KKA will be included in the five-member MMT (as well other NGOs in other barangays where there are hog farms) which will conduct surprise inspections and monitoring once a month, rather than the usual quarterly visits.
At the same time, KKA and participating NGOs will be empowered in making recommendations from the MMT composed of representatives from the barangay, local government unit, Environment Management Bureau (EMB) and hog farm groups.
The reactivated MMT will meet on May 18 for a memorandum of agreement signing and polishing of schedules of inspection and monitoring at the EMB office in the City of San Fernando.
Board Member Salvador Dimson Jr., meanwhile, requested the MMT to furnish the environment committee copies of the monitoring reports for transparency and for the PB to have a hand on concerns that might be raised.
Sentiments
Board Member Tolentino expressed appreciation for the stakeholders’ willingness to find a solution to the stench problem in Porac and openly relaying their sentiments through the PB.
“We had to hear each and everyone’s sentiments on the lingering foul smell emanated by piggeries in Porac no matter how emotional or hurting they may be. But with what happened that all sides were heard, we were able to come up with a solution that will address the issue, or at least a step towards a long term solution,” Tolentino told Sun.Star.
KKA’s Tamayo also expressed her group’s gratitude to the environment committee for inviting them to the hearing. “It is good now that we have a new venue and forum where we can raise our concerns,” she said.
Fair to all
Board Member Melchor Pingol hoped that the committee’s proposal would be fair to all stakeholders.
“I hope the move to reactivate the MMT will be a fair solution since many other options, like the land use plan or relocating the piggeries, are not yet viable and may take time. But we are talking of people as well as businesses here. Let us all be part of the solution and not of the problem,” he said.
