Guarantee fund for fishermen affected by fish kills sought

CITY OF SAN FERNANDO — Butil Representative Agapito Guanlao has filed House Bill 1773 to establish a guarantee fund designed to protect fishermen from huge losses of disasters like fish kills.
Guanlao told Sun.Star Pampanga that the guarantee fund will be known as the Sagip Fund. It was also designed to protect the agricultural sector.
The move was brought about by the recent fish kill that hit fishermen in Batangas province.
The fish kill resulted in an estimated loss of P33 million for local fish-cage owners. The disaster was said to have been caused by the abrupt cooling down of temperatures as a result of heavy rains that resulted in a massive drop of oxygen at the Taal Lake.
Guanlao said Butil Farmers Party is expressing its solidarity to the fishermen affected by the fish kill through the institution of a guarantee fund.
The fish kill reportedly decimated some 800 metric tons of bangus (milkfish).
“I wish that President Aquino will see the immediate need for this measure. We are facing constant threats to our food security, one source of which is climate change. We need to be ready. We must protect our sources of food such as the local fish industry, but we must also protect those who are helping to produce them – our fisherfolk,” Guanlao added.
Guanlao said he is optimistic the bill will be given due attention by his colleagues in the House of Representatives as it undergoes committee discussion soon.
