Gov’t snubs call to stop oil explorations in Mindanao

THE Department of Energy shunned calls to stop oil and gas explorations by the Moro Islamic Liberation Front (MILF), a group negotiating for a final peace deal with the Aquino administration.
Undersecretary Jay Layug made the declaration on Tuesday as the MILF maintained over the weekend that the planned exploration will hurt the ongoing peace process.
The MILF asked the government and prospective bidders to seriously ponder over the still-unresolved ancestral domain agenda of the peace negotiations before exploring oil and gas in Cotabato and Sulu.
“We will continue with the explorations because we have the mandate to develop our natural resources for the benefit of our people. We leave it to the Office of the Presidential Adviser on the Peace Process to resolve this issue,” he told reporters.
Peace adviser Teresita “Ging” Deles had said that MILF’s claims were unfounded since existing agreements do not prevent any exploration, development, and utilization of natural resources.
Malacañang also sent a rejoinder on Monday, saying the oil explorations are needed to lessen the country’s dependence on imported sources.
“This is for the good of the entire country and we do hope that the separatist groups see this in that context,” Presidential Communications Development and Strategic Planning Secretary Ricky Carandang said.
On 2010, the Philippines imported around $9.96 billion of crude oil, up 40 percent from $7.11 billion the previous year due to higher cost of the prime commodity, according to the DOE.
Energy Secretary Jose Rene Almendras earlier said at $500 million for each service contract, the total investment potential of the 4th Philippine Energy Contracting Round (PECR 4) is $7.5 billion.
The contract areas cover at least 10 million hectares that could hold rich reserves in northwest Palawan, east Palawan, and the Sulu Sea.
There are 15 PECR 4 service contract zones in the country which include around one million hectares in Cotabato and 482,000 hectares in Sulu Sea.
The department said resources from nine out of these 15 areas were estimated to hold as much as 5.48 billion barrels of oil and 39 trillion cubic feet of gas.
Almendras said the contracts could be awarded by early next year, giving interested investors at least five months to conduct their studies.
He added that the PCER 4 is a significant component of the Aquino administration’s energy self-sufficiency program as the Philippines only tapped 10 percent of its potential oil and gas reserves.(Virgil Lopez/Sunnex)
