Freeport authority scored over Subic shipyard mishap

THE Labor department’s Occupational Safety and Health Center (OHSC) railed at the Philippine Economic Zone Administration (Peza) Monday for barring it from conducting inspections in the Subic Bay Freeport Zone and from keeping Labor officials from checking a shipyard after six steel workers died there this month.
Speaking at a Senate committee on labor hearing, OSHC executive director Dr. Maria Therese Cucueco said Peza did not allow regular safety inspections inside the freeport zone despite a memorandum of agreement between the two agencies.
The inspections were meant to check compliance by foreign firms like Keppel Corp. with Philippine safety standards. Keppel has its corporate headquarters in Singapore and has two representative offices in China.
Labor Undersecretary Lourdes Transmonte, meanwhile, said Peza officials kept the Department of Labor and Employment regional office away from Keppel premises after six workers were pinned by a ramp of M/V Tombarra, a car carrier.
The six workers had been installing an anti-piracy plate when a support tower holding up the ramp at the stern (rear) of the ship collapsed.
Transmonte said Keppel may have overlooked safety precautions when it contracted out simultaneous job orders to speed up work on M/V Tombarra.
She said personnel movement and the weight of the materials and the ramp may have caused support cables to tighten up and cause jerking motions at the ramp.
“This sudden jerking caused the cables to snap on one side and loosen on the other side,” she said.
Peza and shipyard security also kept Zambales police out of the accident site, Police Senior Superintendent Francisco Santiago said.
He said that when they were allowed to enter, “equipment and materials had been moved and debris was already cleared.”
He said cleaning up the site “left [them] in the dark.”
Senate President Pro Tempore Jinggoy Estrada said he will check the shipyard to look at working conditions and to review how Keppel responded to the mishap.
Keppel president Mok Kim Whang promised assistance to the victims of the accident even though they are sub-contracted workers, and not Keppel employees.
“We are covering all their funeral-related expenses and are providing their families with financial and other assistance, to help them tide over this difficult period. In addition, the management and staff of Keppel Subic Shipyard have initiated the collection of personal contributions to the families of these deceased workers,” he said in an October 11 press statement.
“We are committed to continue to strengthen our safety mindset at the yard through drawing useful lessons from this painful incident,” he said then. (Jonathan de Santos/Sunnex)
