Ex-poll officer faces graft charges

THE deputy Ombudsman for Mindanao on Thursday filed graft charges against former election supervisor Lintang Bedol over alleged irregularities in the 2007 elections.
Deputy Ombudsman Humphrey Monteroso ordered Bedol, supervisor for Maguindanao, charged for “unlawfully and illegally” directing precincts in the province to submit election returns and other documents to him.
Those documents were later lost despite Commission on Elections (Comelec) guidelines regarding their safekeeping, Monteroso said in a press statement.
“As a result, the votes for the province of Maguindanao were not transmitted to the Comelec, thereby causing undue injury to the government as the canvassing of votes was unnecessarily delayed,” the statement read.
Monteroso said the loss of the certificates of canvass, election returns, and other documents “tainted the image and credibility” of the Comelec.
The filing of charges was prompted by a complaint by lawyer Ferdinand Rafanan of the Comelec law department.
The charges for violating the Anti-Graft and Corrupt Practices Act will be filed at the Cotabato City Regional Trial Court, the Office of the Ombudsman said.
Monteroso has recommended P30,000 bail.
The anti-graft law penalizes the causing of “undue injury to any party, including the government,” through partiality, bad faith, or negligence. That carries a punishment of imprisonment from 1 to 10 years and perpetual disqualification from public office.
Bedol, who surfaced last week to hurl allegations of poll fraud at former President Gloria Macapagal-Arroyo, is now detained at the Philippine National Police headquarters in Quezon City on the strength of a warrant issued by the Comelec.
