Employees re-oriented with anti-red tape law

ANGELES CITY – The City Human Resources Management Office (CHRMO) has initiated a red-tape reorientation among city hall employees here.
In compliance with Republic Act 9485 or the Anti-Red Tape Act of 2007, the CHRMO has fully reviewed and revised the Citizens’ Charter to improve the functions of the several offices of the Angeles City government, especially its frontline services.
The reorientation, which was held at the Sanggunian Session Hall, is aimed to educate department heads and frontline officers on bureaucratic red-tape and the renewal of the Citizens’ Charter.
Elizabeth Lagman, City Human Resources Officer, and Rowena Yambao, administrative officer of the Human Resources Division, tackled several issues such as the coverage of the act, systems and procedures, responsibilities of office heads, feedback mechanisms, penalties and disciplinary actions, among others.“The talk also dealt with the definition of fixers and how
the current administration sternly upholds the Anti-Red Tape Act in a bid to end graft and corruption in the local government,” Lagman said.
Mayor Edgardo Pamintuan earlier said the strict implementation of RA 9485 must be observed by the employees of the City Hall so that the citizens will see that the current administration is firm in its cause to eradicate corruption in the government.
“The initiative of the anti-red tape act is an important factor in the lessening and eventual removal of graft and corruption in the government,” Pamintuan said.
The Citizens’ Charter is an official document that communicates information on the services of government agencies. In it are step-by-step procedures for availing a particular service to further expedite processes and make it easier for clients to comply with needed requirements and payments if necessary.
Lagman said the said charter is ideally intended to be reviewed and, if necessary, revised every year in order to maintain its relevance and responsiveness to the needs and wants of the citizens, which are the government’s clients.
“The revisions will check on which aspects of the current charter need to be enhanced, changed or even scrapped to make way for services which are found necessary to be included in the charter,” Lagman explained.
In Angeles City, the Citizens’ Charter is reviewed and renewed every two years. Frontline services are the process or transactions between clients and government offices or agencies involving applications for any privileges, right, permit, reward, license, concession, or for any modification, renewal or extension of the enumerated applications or requests which are acted upon in the ordinary course of business of the agency or office concerned.
The identified frontline services in the city are City Assessor’s Office (CAO), Business Permit and Licensing Division/Business One Stop Shop (BPLD/BOSS), City Health Office (CHO), City Planning and Development Office (CPDO), City Social Welfare and Development Office CSWDO), City Engineer’s Office (CEO), Local Civil Registrar, Ospital ning Angeles (ONA), Public Employment and Services Office (PESO), City Treasurer’s Office (CTO) and City Veterinary Office (CVO).
