Councilor mulls for approval of child welfare code

CITY OF SAN FERNANDO — City Councilor Jimmy Lazatin on Friday’s public hearing, expressed support on the approval of an ordinance that enacts the Welfare Code for Children of the City of San Fernando, in bid to better address children’s rights and welfare in this city.
The move is also aimed to institutionalize the Local Council for the Protection of Children by adopting into existing national and local laws for the protection of children, as well as providing necessar“Since 2009, I have already wanted to enact a legislative measure responsive to child welfare and protection. The objective of such legislation is to promote the welfare and well-being of every Fernandino child, to safeguard their rights and enhance their opportunities for a useful and happy life,” Lazatin said.
Lazatin, who chairs the Committee of Good Government at the City Council, said that investment in physical and human capital is both the concern of government and the private sector that should properly guided within relevant policies particularly on the welfare of children.
“Capital does not only mean adults but it includes all ages, and as a matter of fact, more so of the children because they are the hope of our future. They will be our future human resources,” he said
“And because these children are, as of the given time of their life, are at a vulnerable stage wherein interventions are needed to safeguard their rights and ensure that they grow up nurtured, protected and cared for, the more that we should invest on them,” Lazatin added.
Lazatin said that the welfare code here will be a collection of existing national and local laws, adding that Presidential Decree 603 – The Child and Youth Welfare Code and Republic Act 8980 the Early Childhood Care and Development Act will be contained in the local code.
“In the local level, we have in place the ordinance regulating the operations of the internet café. But by codification we systematize, we classify all related provisions of national and local laws and put together what should be together and we localize them to tailor fit what our city needs, what the children of our city needs,” Lazatin said.
In the proposed Children Welfare Code, the City Government have systematized and classified these provisions according to the four basic rights of children: survival, development, protection and participation rights.
In this code, the proponent seeks to address issues like poor performance of students and nutrition problems among students through the institutionalization of the Early Childhood Care and Development System (ECCD).
ECCD is a national program and strategy that addresses the psycho-social, health and nutritional and education needs of children, ages three to six. It is an integrated approach for the development of the child, having a long-term effect on his/her capability as the country’s future human capital.
“This is just one of the salient features of our Code, we would be learning more about it later on in our program as Departments directly involved in certain provisions will discuss about it,” Lazatin said.
The public hearing was attended by the local council for the protection of children, who also acted as the technical working group of the proposed code, village chiefs, other barangay council members, Parent Teachers Association presidents and officers, principals, private school administrators, student leaders, barangay health workers, daycare teachers, and nutrition scholars.
