Councilor hits fellow lawmakers for absenteeism

CiTY OF SAN FERNANDO — Councilor Noel Tulabut hit on two fellow lawmakers for their absenteeism and failure to pass important resolutions and ordinances from their respective committees.
Tulabut said San Fernando City Council is a hall of famer in terms of legislation, but lately many vital legislative measures have not been enacted because of the two legislators’ absence from sessions.
Allegedly, the two new councilors took leave of absences way beyond the allotted time.
“They should at least delegate their responsibilities to their vice-chairmen. Many important legislative measures like the EMS 191 on health and investment code have been hanging on the air. Responsible legislators should put their focus on legislation at hindi puro absences lang,” Tulabut said during the plenary.
Tulabut said that legislation is a serious job since it touches Fernandinos’ way of living.
“There’s no politics here but please, let us all do our job since our constituents voted for us. We all have a responsibility to fulfill and an obligation to the people,” he said.
A councilor is allowed only about four absences in a session under the Local Government Code, justified by its reason of importance or priority.
“Okay lang sana except that it borders already on the welfare of Fernandinos. It’s been months and they just did nothing at all. It has always been in the order of business, but time and again, puro na lang deferred ang nangyayari,” Tulabut said, adding he did not need identify the two councilors since “it is obvious who is not here.”
He also questioned the delayed block concreting of some roads along General Hizon Avenue and Lazatin Boulevard as well as the delayed installation of lights along the widened MacArthur Highway.
“There are a lot of complaints about this. Should we wait until another accident happens? I am very much worried also of the impending opening of SM City San Fernando since we have not effectively created the technical working group who will take on concerns like traffic and the plight of local, smaller vendors,” Tulabut added.
Vice Mayor Edwin Santiago and Majority Floor Leader Alex Patio agreed with Tulabut, and said that the absentee lawmakers should delegate their responsibilities to their vice-chairmen, if only to facilitate the necessary legislative measures.
“That is automatic and they really should delegate to their vice-chairmen their responsibilities if for one reason or another they could not make it to the regular session,” they said. (Jovi T. De Leon)
