Cops rescue girl, 8, from hostage-taker

CEBU CITY — For over an hour, an eight-year-old girl was held hostage by a male neighbor on Wednesday morning in Barangay Apas, Cebu City.
At least 50 policemen surrounded the scene, while Cebu City Police Office Chief Melvin Ramon Buenafe led the negotiation and persuaded Paul “Junjun” Guigue to let the child go.

Guigue, 25, had suddenly seized a neighbor’s child, Ariel Ginto, while she was playing outside her house in the CRCI Compound. He used a pair of scissors and an improvised ice pick to keep other adults at bay.
Police suspect he may have been on drugs, judging from how he behaved during the interrogation.
“He told some of his neighbors that someone was trying to kill him and he kept talking to himself,” said Guigue’s aunt, Janisa Lloveras, in Bisaya.
Quoting their neighbor, Lloveras said that while the child was playing a few meters from their house, Guigue suddenly approached and grabbed her.
The Mabolo Police Station received the alarm at 9:25 a.m. Wednesday.
The Motorcycle Response Unit (MRU) of the Special Weapons and Tactics (Swat) group responded, along with the Mobile Patrol Group and the Mabolo police.
Guigue, who hails from Panglao in Bohol, held Ginto captive inside the house owned by his parents. After a few minutes of negotiation, he handed the child over to Buenafe and surrendered around 10:30 a.m.
Though the girl was shaken, she was not hurt. She was given oxygen as she had difficulty breathing.
Buenafe later said he persuaded the suspect to surrender by telling him he would not be harmed.
“Ako siya giingnan na ako ang dako sa tanang pulis diri sa Cebu City. (I told him I lead the police force here in Cebu City.) Then I assured him that if he surrendered, ako siyang protektahan og walay mahitabo sa iyaha (I would protect him and he would not be hurt),” said Buenafe.

Carlito Ginto, the girl’s father, said he was shocked to hear the news on the radio that his daughter was held hostage.
Carlito, a security guard in a mall in Barangay Banilad, said that when he heard the news, he ran from the establishment where he was working all the way to his house.
He said he regretted leaving his daughter alone while his wife went to work in the Carbon Public Market.
His said his daughter is a grade two student in the Barrio Luz Elementary School, but that she has no classes on Wednesday.
The suspect was brought to the CCPO. Guigue said he did not intend to hostage the girl and asked for forgiveness.
Buenafe said that the suspect will undergo a psychiatric evaluation, before the police decide whether to file a case against him.
He was temporarily detained in the CCPO on Gorordo Ave.
The child may have to undergo a stress debriefing.
Jaybee Binghay of the Department of Social Welfare and Development Central Visayas said the stress debriefing is highly important to help the girl overcome her traumatic experience.
She said the parents of the victim will also be included in the process, as they were also affected by what happened. (JBT of Sun.Star Cebu)
