Comelec to Cayetano: Changes can’t happen overnight

THE Commission on Elections (Comelec) backed Tuesday its beleaguered chairman against continued opposition to his confirmation at the Commission on Appointments (CA), a constitutional body composed of members of Congress.
Speaking at the weekly Church-organized forum, Comelec’s spokesman James Jimenez said that there is no truth to claims by Senator Alan Peter Cayetano that Comelec Chairman Sixto Brillantes is not doing anything to cleanse the commission.
“Reforms just cannot happen overnight. It is quite a long process,” said Jimenez.
He said Brillantes cannot simply dismiss people based on mere “rumors” or “bad reputation” with obvious reference to the Comelec officials linked to the “Hello Garci” scandal.
Hello Garci refers to the controversial wiretapped conversation between former Comelec commissioner Virgilio Garcillano and former president Gloria Macapagal Arroyo during the 2004 presidential elections.
Cayetano, a member of the CA, had been criticizing Brillantes over his failure to remove the so-called “Garci boys” or those allegedly close to former commissioner Garcillano.
Jimenez said Brillantes has been implementing several reforms in the Comelec since President Benigno Aquino III appointed him.
This includes the launching of the Comelec Strategic Plan 2011 – 2016 and the reshuffling of several officials, both within the Head Office in Manila and in the field.
“As far as we are concerned, the objections of Senator Cayetano are being properly met by the chairman so we believe Chairman Brillantes still has a chance to get confirmation from the Commission on Appointments,” said Jimenez.
Since his appointment last January 15, the CA’s Committee on Constitutional Commission and Office has put on hold at least four times the appointment of Brillantes.
Asked whether Brillantes’s confirmation could help speed up the implementation of reforms, Jimenez answered “definitely”.
“Yung mga taong nasa baba kapag hindi pa confirmed ang chairman, merong natitirang butil ng defiance. Somtimes kasi sasabihin nila ‘hindi pa naman confirmed e bakit tayo makikisama sa reforms niya’. So merong ganung possibility na defiance na kaakibat ng hind pagka-confirm. Kapag na-confirm siya, manginginig lahat yan kasi they know na yung ginagawa ni chairman ngayon na umaasta siya na confirmed na mare-realize nila na oo nga confirmed na nga siya,” said Jimenez.
