Central bank denies leaking Corona’s accounts

MANILA (Updated 10 a.m.) — The Bangko Sentral ng Pilipinas (BSP) said it did not access Chief Justice Renato Corona’s deposit account records and that the supposed leaked bank records did not come from them.
The BSP, in its statement Monday, denied accessing Corona’s deposit accounts records, which include his signature cards.
“They (BSP examiners) never requested to see the deposit account records of the Chief Justice nor were they presented the deposit account records of the Chief Justice,” it said.
“BSP examiners therefore could NOT have copied nor secured copies of such deposit account records including the signature cards of Chief Justice Renato Corona,” it added.
The BSP said in the course of the BSP’s regular examination of PSBank between October 21, 2010 and December 6, 2010, the PSBank’s compliance officer at the time, Grace de la Cruz, disclosed to BSP examiner Jerry Leal that the Chief Justice won P1 million in the PSBank’s raffle for its valued account holders.
Having noted that the Chief Justice is PSBank’s client, Leal verified PSBank’s policy on politically exposed persons (PEP), the BSP said.
Under BSP regulations, a bank is required to have such a policy in place.
“Maintaining a PEP list is a standard element of an effective anti-money laundering compliance program in accordance with international best practices,” the BSP said.
Leal then requested for PSBank’s PEP list.
On examining PSBank’s PEP list, Leal saw that Corona was not tagged as a PEP.
“In addition, by comparing the PSBank’s PEP list with its covered transaction reports (CTR) submitted to the Anti-Money Laundering Council (AMLC), Leal noted a few other names likewise not tagged as PEP,” the BSP said in the statement.
On the 20th impeachment trial day, PSBank president Pascual Garcia III said the BSP conducted an audit on the bank in 2010 to check for compliance with guidelines.
Among those guidelines is classifying accounts owned by PEP.
Garcia confirmed Corona’s accounts were among those audited and said accounts of around eight other depositors were also checked.
He said copies of bank records — including those of Corona — were submitted to the audit team.
Garcia added that the audit team did not check the balances and other information, only the bank’s processes.
He said he was not sure whether the audit team was authorized to photocopy the bank documents.
However, the BSP emphasized that discussion between Leal and de la Cruz concerning the Chief Justice was limited to the extent of validating PSBank’s compliance with PEP tagging.
Senate President Juan Ponce Enrile ordered Monday the PSBank to submit Corona’s signature card that was allegedly given to the joint audit team from BSP and AMLC.
The senator-judges looked into the possibility that the BSP may have been the source of the leaked bank account documents of Corona.
Enrile also asked Garcia to identify the members of the team, who conducted the audit on the same year Corona was appointed Chief Justice by former President Gloria Macapagal-Arroyo.
The senator also emphasized his order to the PSBank president to safeguard the integrity and secrecy of the foreign currency deposits that is covered by the TRO (temporary restraining order) issued by the SC.
