Cebu village agrees to host landfill

CEBU CITY – Residents of Barangay Agsungot had a change of heart on the proposed private sanitary landfill in their village.
The residents have now endorsed the opening of a landfill in their area, after Cebu Eco Ventures assured them the sanitary landfill will not affect their environment and health, nor contaminate a nearby river and their water source.
They gave Cebu Eco Ventures, the owner and developer of the project, the go-signal to develop the project after they were briefed, in the second public consultation on Sunday, on how the landfill in their barangay will be constructed and operated.
Earlier, the residents opposed the project because they were concerned about the smell of the garbage. They also feared the landfill would contaminate their water and will be a health hazard, especially since a public school operates near the property.
During the public consultation Sunday, Cebu Eco Ventures said their proposed sanitary landfill is well-planned and studied. They believe it will answer Cebu City’s garbage disposal woes.
The developer explained they will be putting up a three-hectare private dumping facility, with three 5,000-square-meter garbage cells, using the same technology as that in the landfill of Subic.
The landfill in Subic has a full garbage containment system, a leachate collection and removal system, run-off control facilities, leachate management system and environmental monitoring of groundwater and landfill gas.
The developer also said that garbage dumped at the Agsungot landfill will be flattened and covered by soil every day. This will prevent the garbage from releasing a stench and attracting flies.
So that the landfill in Agsungot will be properly implemented and managed, the developer also vowed that they will follow the conditions set under the environmental compliance certificate (ECC) issued by the Department of Environment and Natural Resources (DENR).

Under their ECC, Cebu Eco Ventures should ensure that the features of their landfill will be properly implemented.
The developer should also monitor actual project impact against the predicted impacts of the landfill construction, and that they should plant not less than 9,000 trees in the area, among others.
“So di na mo dapat mahadlok kay engineered man gyud na atong gi-propose nga landfill dira. If mobaho na o ma-contaminate niya ang tubig, ako mismo magpasira ana (So you shouldn’t be afraid, because the landfill is engineered. If it smells or contaminates your water, I will close it myself),” the developer, who refused to be named, said.
After the public hearing, the residents signed the petition giving the go-signal to develop the landfill.
With this, Cebu Eco Ventures hopes that the barangay officials of Agsungot will issue the barangay clearance for the project.
The barangay clearance is needed so they can be issued a locational clearance by the Cebu City Planning and Development Office.
Specifics
Sought for comment, Agsungot Barangay Captain Pastor Alcover told Sun.Star Cebu he will still not issue the barangay clearance, saying he still has a lot of questions about the project.
“I want to know the specific advantages or disadvantages of this project to our barangay,” he said.
Alcover added that the developer has not given them a concrete plan and the feasibility study of the project, among others.
Only when his questions are answered and all documents submitted, will he issue the barangay clearance, Alcover said.
Once they secure all the requirements, Cebu Eco Ventures said they will immediately start the construction of sanitary landfill, which will take a month.
In a previous interview, Mayor Michael Rama said he is considering the possibility of dumping the City’s garbage in Agsungot, as it is closer to the city compared to the privately-owned landfill in the town of Consolacion, some 12 kilometers north of the city.
City Hall is planning to dump its garbage in Consolacion once the Inayawan landfill is completely closed.
However, the City is considering other dumping facilities, following the Mandaue City Government’s pronouncement that it will not allow the Cebu City garbage trucks to use its highway going to Consolacion.(Sun.Star Cebu)
