Brokers support Butil appeal

CITY OF SAN FERNANDO — Real Estate Brokers Association of the Philippines (Rebap) founder and former president Conrad Garcia said Wednesday the land group will strongly support the Butil party-list of Representative Agapito Guanlao.
Butil seeks relief from the Supreme Court on the Commission on Election (Comelec)’s decision disqualifying it to seek a fresh mandate in the 2013 polls.
The Comelec’s move is part of “cleansing” the House of Representatives of “dubious groups organized by politicians and wealthy, influential people to advance their political interests.”
Recently, the poll body announced that it had qualified 79 groups to run in next year’s polls, but disqualified 173 groups. Of these, 52 had their accreditation cancelled while 121 remained denied of being registered. Butil is among the original party-list groups that were accredited and ran in 1998.
The Comelec however, ruled that this year “agricultural and farmer cooperatives are not on the list of nine marginalized groups in the Supreme Court ruling on the Ang Bagong Bayani versus Comelec case.”
Garcia, also a top official of the Chamber of Real Estate Brokers Association of the Philippines, however agreed with Guanlao’s earlier statements that the Comelec ruling is detrimental to farmers, when the latter said: “There is no logic to the decision of Comelec.
How can they say that farmers are not marginalized? If farmers are not marginalized, who else would qualify? Comelec said farmer cooperatives do not fall under the peasant category. Our members could not believe such a ruling because everybody knows that farmers are peasants, too.”
“We in the real estate industry are coming out in the open to support the Butil Party List of Cong Pits Guanlao because we believe in his advocacy for farmers. Butil is actually one of the most active party-list in the country which works for the welfare of farmers. Makananu ta mu nung alang ortelanu? (What would happen to us without the farmers?),”Garcia told Sun.Star Pampanga.
Garcia, who has been in the industry for 54 years, added that Butil has not only been in the forefront of agricultural development but in the preservation of farming lands as well.
“Cong Pits, who is the son of a farmer, has always advocated for the protection of irrigated lands. He has always been against the conversion of irrigated farmlands to subdivisions and commercial or industrial areas. And players in the real estate industry admire and honor him for that,” said Garcia.
He noted that Guanlao has actively pushed for the creation of demo farms in Pampanga, Bulacan and Nueva Ecija: “He has been helping farmers so much with free organic fertilizer, seedlings and farm implements, and in establishing demo farms. With all these projects bound to be discontinued because of the disqualification of Butil, our poor farmers will have nowhere to go and run to. That is why we will strongly support Butil and rally behind their cause.”
Up in Arms
Meanwhile, Guanlao in a statement disclosed that farmer groups are up in arms over the “arbitrary” decision of the poll body, adding that the “dropping” of Butil Party-list from groups qualified to run in next year’s elections will further mean dire straits for marginalized farmers.
“If Comelec’s reasoning is that cooperatives are not marginalized, how come other cooperative groups were allowed to run as party-list organizations? Their ruling is so arbitrary,” he said.
Guanlao disclosed the party-list will try to secure a temporary restraining order and a status quo ante order against the Comelec ruling.
