Binay leads Pabahay Caravan in Pampanga

CLARK FREEPORT — Vice President and Housing Council chairman Jejomar Binay led the launching of the Pabahay Caravan in Central Luzon on Monday.
The caravan, which seeks to tap local government units (LGU) in pursuing housing projects, is one of the thrusts of Binay on efforts to build stronger partnership with LGUs.
Under Republic Act 7279, or the Urban Development and Housing Act of 1992, LGUs are mandated to deliver quality homes to their constituents.
“Being closer to the people, the LGUs should be at the forefront in delivering housing services,” Binay said.
Meanwhile, the Housing and Urban Development Coordinating Council headed by Binay will enable LGUs to provide services by orienting them on the agency’s housing programs and granting them financial support to be able to implement their own housing projects.
Local executives from Pampanga led by Governor Lilia Pineda and Congressman Carmelo Lazatin have expressed full support to Binay’s housing projects in the region.
Angeles City Mayor Edgardo Pamintuan, Mabalacat Mayor Marino Morales and Magalang Mayor Romulo Pecson have also showed their support along with other Central Luzon officials.
During the caravan, heads of the National Housing Authority, the Social Housing Finance Corporation (SHFC), the National Home Mortgage Finance Corporation, the Housing and Land Use Regulatory Board (HLURB) and the Home Development Mutual Fund (Pag-ibig Fund) presented their agency’s respective housing programs and services.
Among their housing programs and services are the Pag-ibig Fund’s housing program for LGUs, SHFC’s localized community mortgage program and the HLURB’s guide to comprehensive land use plan formulation.
“By making the LGUs aware of our housing programs and services, we will be able to encourage them to work together with the National Government in accelerating shelter production and enhancing the delivery of housing services to the people,” Binay said.
During the caravan, Binay also distributed transfer certificate of titles (TCTs) to housing beneficiaries from Bulacan and Tarlac.
He also awarded the Funding Commitment Line (FCL) to Willy Tan, president of the Hausland Assets and Realty, for the development of 17 projects in Central Luzon.
The FCL provided by the Pag-ibig Fund will ensure the continuous development of the housing projects expected to generate 4,954 housing units with a total loan value of over P2.99 million. The projects are located in Pampanga and Tarlac.
The housing caravan here is the fifth this year with the last four held in cities of Cebu, Tagaytay, Baguio and Davao.
