Bikers told to wear helmet

CITY OF SAN FERNANDO — The City Government recently passed an ordinance requiring motorcycle riders to wear protective head gear following the recorded 22 motorcycle-related deaths in 2009 and 21 more from January to October last year.
Republic Act 10054 or the act mandating all motorcycle riders to wear standard protective helmets is to be strictly implemented.
Ordinance No. 2010-004, known as the “Motorcycle Helmet Ordinance” of the city, requires all motorcycle riders to wear protective motorcycle helmets while driving within the territorial jurisdiction of the City of San Fernando, Pampanga, and provides penalties therefore.
The ordinance was sponsored by Councilor Ruperto Dumlao of the City Council’s committees on peace and order and safety, and transportation and communications.
In the ordinance, Dumlao and the City Council noted that many more motorcycle-related accidents and deaths are not even reported to the police. The recorded incidents were culled from the City Health Office’s database.
The ordinance states that the city strongly supports the State in securing and safeguarding its citizenry, particularly operators or drivers of motorcycles and their passengers from injurious and life-threatening accidents and crashes.
Aside from protective helmets, the ordinance also calls for mandatory “lights head-on while traveling,” a minimum speed limit of 15 kilometer per hour (kph) and a maximum of 25 kph while cruising the city proper, the “two-rider only” policy, and age requirement for riders (only 10 years old and above accompanied by riders of legal age shall be allowed).
Tricycle drivers, however, are exempted from the ordinance’s requirements.
Drivers found not wearing helmets and violating the prescribed speed limit will be fined P300 for the first offense; P500 for the second; P1,000 for the third; and P1,500 for the fourth, in addition to the confiscation of their license. (Jovi T. De Leon)
