Arroyo files 8 bills in Congress

AFTER spending nine years as Philippine President, Gloria Macapagal-Arroyo ran for Congress and won, allowing her to hold on to power as Pampanga’s second district representative.
As expected, her big move from the Palace to the House of Representatives has drawn the ire of her critics.
During her first attendance in a plenary session at the House, Akbayan party-list Representative Walden Bello delivered a privilege speech — which became the subject of an ethics complaint later on – attacking the previous administration and her allies.
“Corruption was the signature of her administration,” Bello opened his speech. But before he went on to describe the former President’s allies as “pigs” and “greedy crocodiles”, Arroyo was already sitting comfortably in her chair in her office – which, by the way, was just located beside the House Speaker’s workplace.
“If the subordinates of the GMA (Arroyo) administration behaved like pigs, kung ang mga galamay ng nakaraang administrasyon ay kumilos parang bwaya, ito ay dahil meron silang magandang halimbawa sa pangungurakot sa taas,” Bello continued. Of course, some of his colleagues were not flattered.
Members of the minority bloc then filed an ethics complaint against Bello for his “unparliamentary remarks,” which remains unresolved by the House committee on ethics.
Unfazed, Arroyo proceeded with her legislative duties. The member of nine House committees authored 23 measures and co-authored 123 bills.
When the Bills and Index Division began processing measures filed by lawmakers, Arroyo immediately filed eight bills and a House resolution seeking an amendment to the 1987 Constitution — a move that didn’t surprise her critics.
House Resolution 8, calling for a Constitutional Convention to pave the way for Charter change, was co-authored with his son, Camarines Sur Representative Dato Arroyo.
Among the laws she proposed include: An act establishing a framework of governance and development for the Philippine education system; an act amending Republic Act 6734 providing for the creation of the Autonomous Region of Muslim Mindanao (Armm); an act penalizing persons driving under the influence of alcohol; and an act creating the Department of Housing, Planning and Urban Development, defining its powers and functions, rationalizing the government housing system and for other purposes. All these have not passed the last step with the House plenary vote.
She also supported a measure perceived to oppose the controversial reproductive health bill and a measure that would institutionalize the conditional cash subsidy program of the government, a program that was began by her administration.
Last March, the former President was among the 46 lawmakers who registered a “no vote” to the impeachment of her appointee, then Ombudsman Merceditas Gutierrez. They were, of course, defeated with 212 votes of those allied with the present administration.
While her position in government changed, the former President still remained allergic to the media during the first regular session of the 15th Congress.
During the orientation of neophyte lawmakers, a television reporter who tried to get an interview with Arroyo was surprised to see the former President slip under the cordon rope near the plenary hall’s exit.
After attending one committee hearing, the House media had to chase the former President from one building to another inside the Batasan Pambansa to get a few soundbytes on several issues.
Last month, Arroyo’s staff held a press conference in her district in Pampanga while Tropical Storm Falcon was storming Luzon and several areas of Visayas and Mindanao. There, she answered a few pre-approved questions from the House media – from the flooding in Cotabato City to the economic danger her successor might have to face.
With still two years left in her first term as Pampanga’s second district congresswoman, Arroyo will undeniably remain in the headlines; after all, she is the only politician who ran and won a seat for a lower post after a nine-year term as President. (Kathrina Alvarez/Sunnex)
