Aquino hits back at Cotabato mayor for remark

PRESIDENT Benigno Aquino III on Friday assailed Cotabato City Mayor Japal Guiani after the latter alleged that the Chief Executive was not providing concrete plans to address flooding problem in the city.
In his speech during the launching of of Gawad Kalinga Center for Social Innovations Social Enterprise Movement, the President said Guiani seemed deaf for being unable to hear the solutions he presented during his meeting with local officials in Cotabato.
Enough assistance has been provided by the National Government to the province, Aquino said.
Despite the mayor’s pronouncement, Aquino assured the people of Cotabato of continuing solution to their problem, particularly the removal of water hyacinths along Rio Grande de Mindanao River.
“Ang kawani po ng kasundaluhan at kapulisan ang siyang tumitibag ng tinatawag na water hyacinths. Sabi sa aking pagpupulong sa local government units, pagkakataon na ito may problema para mapagbuklod ang ating mga komunidad para may patunguhan… Awa ng diyos, mukhang mahina ang pandinig ng kagalang-galang natin na mayor sa lugar na yun, wala po siyang napakinggan,” he said.
“At awa ng Diyos bahala na kami sa problema dyan at pagpalain nalang siya ng Diyos,” he added, referring to the mayor of Cotabato.
Last Wednesday, President Aquino personally visited Cotabato, which has been under water in the past weeks after a river was clogged with water hyacinths and rain continued to fall in the area.
The President led relief operations and met with some local government officials. They discussed the long time problem of water lilies that clog the river, causing it to overflow.
After his visit, Mayor Guiani in a television interview expressed dismay over the President’s visit, noting that no concrete plan was given and no relief goods from the National Government were provided to his constituents.
President Aquino, meanwhile, found an ally in the person of Maguindanao and Cotabato City Representative Bai Sema who testified that the Chief Executive indeed provided sufficient assistance to the flood-ravaged province.
“President Aquino has responded to our call for help in the Cotabato City and Maguindanao flood situation,” said Sema.
“The deployment of DPWH [Department of Public Works and Highways] watermasters took place as early as June 7 and the officers and men from the 6th Infantry Division assisted in the clearing operations of water hyacinths. They mobilized their men, using airboats and trucks for relief and rescue operations. All these are concrete evidence of assistance from the national government,” she added.
She also recalled that when she informed the President last June 11 about the situation in their province, the President immediately called Public Works and Highways Secretary Rogelio Singson for help.
“Secretary Singson looked for floating/modular barges with a backhoe from other areas and requested that these be sent over to Cotabato City. The DPWH equipment were mobilized from Cagayan de Oro City and arrived in stages in Cotabato City starting on June 18. By June 21, they were fully operational,” she noted.
As of Friday, three types of equipment from DPWH – two watermasters and the modular barge with backhoe – are being used in the Delta Bridge to clear the water hyacinths, combined with the efforts of the men from the Armed Forces of the Philippines.
She also said that Interior Secretary Jesse Robredo and DPWH Undersecretary Romeo Momo arrived in Cotabato on June 17 and 18, respectively, to assess the flood situation and address the urgent needs of the flood victims.
“The visit of the President himself on June 22 in Cotabato City to see for himself our situation, as well as his presiding over a meeting with local officials and the secretaries of national agencies regarding the causes and effects of this flood are demonstrations of genuine concern for our suffering people,” she said.
“Considering the magnitude of the destruction, the thousands of people affected by the floods and the very difficult situation they are in, President Aquino showed his care and concern for his constituents in this part of Mindanao and acted expeditiously by directing his cabinet men to take concrete actions in this flood situation,” she added.
