Angara: Gov’t should focus programs on poor areas

CITY OF SAN FERNANDO–The government should strengthen its social safety net programs in areas of extreme unemployment, underemployment and poverty and embrace a policy of “redistribution” toward the marginalized sector, Team PNoy senatorial candidate Edgardo “Sonny” Angara said yesterday.

“This is probably the greatest commitment that the government can make on May 1, and this is to embrace redistribution as the foundation of our governing policy and reject Social Darwinism,” said Angara.

Social Darwinism, a concept in the 19th and 20th centuries which is now making its way into modern politics, refers to the idea that humans compete in a struggle for existence in which natural selection results in “survival of the fittest.”

Social Darwinists base their beliefs on theories of evolution developed by British naturalist Charles Darwin.

Angara said that a generous social safety net program, which President Aquino has institutionalized through the Conditional Cash Transfer or Pantawid Pamilyang Pilipino Program (4Ps), has to be expanded; skills training programs for those without skills for the job market should be ramped up; and emergency work programs in areas with huge infrastructure projects should be pursued in coordination with local government units.
“The government has to take care of the sectors that cannot fend for themselves, period,” Angara stressed.

Angara said that he is fully aware of a passionate policy debate that has been taking place in the more advanced economies across the globe, which is about the size of government, and to what extent should government intervene to help those who are in real need.

“The two contending views are the intervention by a compassionate government and the view of the Social Darwinists of non-intervention,” he said. “We should be on the side of government intervention to help those who are down on their luck.”

Angara said that complementary to this interventionist policy of government is spending in investment-starved areas.

“The decision of President Aquino to expand the investment reach of government into the Eastern Seaboard will be a life-changer for the depressed areas facing the Pacific,” he said.

Angara said that the provinces facing the Pacific Ocean on the eastern side of the country have been lagging on all growth and human development benchmarks.

“Strategic investments would help lift these areas out of underdevelopment,” he said.

He said that increased investments in the Eastern Seaboard would immediately translate into a one or two percent rise in the GDP as these are investment-starved areas which have an amazing capacity for translating state investments into growth and job opportunities.

Angara likewise said the fiscal fears from government investments have already been overrated and debunked by recent economic studies. ●
