Agricultural college scholarship aid cut by 55%

MAGALANG — Officials and students in the Pampanga Agricultural College (PAC) said Tuesday that the Provincial Government, through Ordinance Number 406, has reduced its scholarship assistance from P11,250 to only P5,000 per student per semester.
Dr. Glenn Calaguas, chair of PAC scholarship committee, said that some stipulations in the said Ordinance have affected students of agriculture-based courses, who previously availed of the Provincial Government’s scholarship program.
Ordinance 406 is an “ordinance instituting the educational financial assistance program (EFAP) of the province, providing continuing annual appropriations thereof, and for other purposes.”
Section 5 or the Educational Benefits clause of Ordinance 406 provides that students found eligible to the EFAP shall receive from the province cash assistance in the amount of P5,000 payable to the school upon assessment.
The Provincial Government, under its previous scholarship program, shouldered other needs of PAC scholars including the P500 allowance per month, P2,000 book allowance, and P1,000 for dorm and lodging.
Appeal
With this, PAC officials and students are asking members of the Provincial Government to amend some provisions in the scholarship ordinance of the province.
They are also appealing to Governor Lilia Pineda to act on the school’s predicament.
Calaguas said they will be forced to search for other agriculture-based course students to fill in the 100 scholar-slots of the school if the ordinance is not amended.
At present, the PAC has a total 796 enrollees in agriculture-based courses which include Bachelor of Science in Agricultural Business, Bachelor of Science in Agricultural Economics, Bachelor of Science in Agricultural Engineering, Bachelor of Science in Agroforestry, Doctor of Veterinary Medicine, among others.
Passing Grade
Calaguas likewise lamented that the average grade requirement for scholar students was raised from a passing grade only to 83 to 85 percent.
The grade of 83 to 85 percent is already equivalent to 2.25 in the college grading system, which is very hard for majority of the scholars, according to Calaguas.
“Masyado pong mataas ang required na grade. Mahihirapan po ang mga students dahil hindi po madali ang agriculture courses,” Calaguas said.
Only 10 out of the PAC agriculture scholars qualified in the provincial scholarship program because of the effects of Ordinance Number 406, Calaguas added.
