4 Cebuano lawmakers log perfect attendance

IN THEIR first year as member of the 15th Congress, four legislators from Cebu managed to score a perfect attendance.
Representatives Eduardo Gullas (first district, Cebu province) and Rachel Marguerite “Cutie” Del Mar (first district, Cebu City) had a clean record after showing up in 73 session days in the House of Representatives.
For their part, Pablo Garcia (second district, Cebu province) and Benhur Salimbangon (fourth district, Cebu province) also had perfect attendance records despite missing several sessions since they were away on official business trips.
Data from the House Secretary General shows that Representative Garcia was on official business trip for eight days, while Representative Salimbangon went on five.
Under Section 70 of the House rules, “every Member shall be present in all sessions of the House unless prevented from doing so by sickness or other unavoidable circumstances duly reported to the House through the Secretary General.”
Members who are on official mission as approved by the House Speaker, and members who are attending meetings of the Commission on Appointments, House of Representatives Electoral Tribunal, and bicameral conference, shall be deemed present, under House rules.
Plenary sessions start at 4 p.m. from Mondays to Wednesdays and may be called upon on Thursdays and Fridays if the House leadership decides so.
Representative Tomas Osmena (second district, Cebu City) had the most number of absences. Osmena was registered as being ill for three session days and absent for five days without notice.
Representative Ramon Durano VI (fifth district, Cebu province) was not able to attend six session days. House records show he had six absences without notice.
The rest of the Cebuano lawmakers – Representatives Arturo Radaza (lone district, Lapu-Lapu City), Gabriel Quisumbing (sixth district, Cebu province) and Pablo John Garcia (third district, Cebu province) missed a few session days with four, two and one absences, respectively.
Other notable absentees are former presidential son, Ang Galing Pinoy Representative Juan Miguel “Mikey” Arroyo with the most number of absences without notice at 32. The records show he only attended 38 sessions out of 70.
A travel endorsement signed by Speaker Feliciano Belmonte Jr. showed an approval of Arroyo’s trip to California to “visit his constituents” from May 9 to June 15. Arroyo’s party-list represents tricycle drivers and security guards.
Another Arroyo family member, Negros Occidental Representative Ignacio “Iggy” Arroyo, failed to attend 27 sessions.
Laguna Representative Maria Evita Arago, meanwhile, registered 11 absences without notice, attending only 30 session days.
Sarangani Representative and pound-for-pound king Manny Pacquiao and perennial absentee Julio Ledesma IV were tied at fourth place of lawmakers who had the most number of absences without notice. They each had 26 absences.
Like Speaker Belmonte, former President and now Pampanga Representative Gloria Macapagal-Arroyo also scored a perfect attendance record.
The first regular session of the 15th Congress adjourned on June 9.
The second regular session will commence on July 25, when President Benigno Aquino III will deliver his second State of the Nation Address. (Sunnex)
