25 dead, 31 missing as ‘Juaning’ exits Philippines

MANILA — Twenty-five people were killed and 31 others were missing as Tropical Storm “Juaning” (international codename: Nock-ten) was moving out of the Philippine waters late night Wednesday.
The Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa), in its 11 p.m. Wednesday bulletin, said “Juaning” was over the West Philippine Sea heading towards southern China.
“Juaning” was 110 kilometers southwest of Laoag City on late Wednesday night, packing maximum sustained winds of 85 kilometers per-hour (kph) and gusts of up to 100 kph.
It is expected to be out of the Philippine waters Thursday morning but storm warning remains in several areas.
Public storm signal number two stays in Ilocos Norte, Abra, Kalinga, Ilocos Sur, Mt. Province, Ifugao, La Union, Benguet, and Nueva Viscaya.
Public storm signal number one remains in Apayao, Cagayan, Isabela, Aurora, Quirino, Nueva Ecija, Pangasinan, Tarlac, Zambales, Pampanga, and Bataan.
The storm weakened slightly after it hit land Wednesday night in Aurora province, said forecaster Sonny Pajarilla. It passed through Quirino, Nueva Vizcaya, Benguet, and La Union before heading north, according to Science Undersecretary Graciano Yumul.
As expected, the tenth storm to visit the country this year spared nothing when it crossed provinces in Luzon.
Waist-deep floodwaters swamped the houses of nearly half of the population of eastern Albay province after Juaning set off pounding rains since Monday and sent residents to seek shelter in churches and village halls, said Gov. Joey Salceda.
Albay province has been placed under a state of calamity Wednesday.
Regional civil defense chief Rafaelito Alejandro said at least 20 people died in the Bicol region, which includes Albay. Eight of those were buried in landslides in Albay’s Polangui municipality and in nearby Camarines Norte province.
Other fatalities included a mother who was bitten by a poisonous snake that was swept into her home by a flashflood near the Albay provincial capital of Legazpi.
National Disaster Risk Reduction and Management Council (NDRMMC) chair Benito Ramos said two others drowned in Cavite province just south of Manila and one each in the provinces of Quezon, Marinduque and Iloilo.
Most of the missing persons are poor fishermen who ventured out to sea despite the stormy weather.
A fishing boat with 32 men on board capsized in rough waters off central Masbate province early Wednesday. Ten fishermen were rescued but the coast guard has not found the others, bringing the number of missing in the storm to 31, Ramos said.
Authorities cut off electricity to most of the Bicol region to prevent electrocutions, Ramos said.
One of the victims during the power outage was Salceda’s mother, who fell on her head after slipping in the dark bathroom, Alejandro said, adding that she wasn’t counted as a storm fatality.
Power was restored in Legazpi and most of the other provincial urban centers later Wednesday. Workers removed toppled trees, rocks and other debris blocking roads and firefighters hosed away mud from the streets.
Meanwhile, Ramos said the number of displaced families rose to 129,576 or equivalent to 645,137 individuals.
Many domestic flights were canceled and about 1,600 ferry passengers stranded.
At least 533 passengers were stranded Wednesday at the ports of Mamburao (44), Batangas (300), Puerto Real (39), Lucena (150) and Aparri (22).
Four flights of Cebu Pacific airlines were cancelled Wednesday.
Classes in all level in some areas, including Metro Manila, have been suspended due to bad weather.
Aside from Metro Manila, classes in the public and private schools in all levels were suspended in Central Luzon and Calabarzon (Cavite-Laguna-Batangas-Rizal-Quezon).
Workers in both houses of Congress and the Supreme Court were sent home.
Based on Doppler readings in Subic, Zambales, Yumul said heavy rains were experienced in San Fernando, Pampanga; San Mateo, Cainta and Antipolo, Rizal; and Cavite.
However, weather officials said the amount of rains is much lower compared to the month-worth of rain dumped by Tropical Storm Ondoy’s on September 26, 2009.
On the other hand, President Benigno Aquino III rushed to Pagasa’s defense when Albay Governor Joey Salceda chided the weather bureau anew for supposed inaccurate forecast.
“On Pagasa, the overall sentiment in general across the country, that they have been on the board,” he said, referring to the latest Social Weather Stations (SWS) survey last Monday commending the government’s coordinated preparation on upcoming storms.
However, the President said the governor’s claims should be looked into as he extended his condolences to Salceda.
“I texted him if the Office of the Civil Defense and the DSWD (Department of Social Welfare and Development) were assisting him. Unfortunately I didn’t get a reply then I found out that they are…he is also suffering a loss (due to the death of his mother),” President Aquino said.
