Village chiefs’ help sought in implementation of development plan

CITY OF SAN FERNANDO — Multi-Sectoral Governance Council executive chairman Fr. Resty Lumanlan, SVD, has challenged the 35 village chiefs of this city to play an active role in the implementation of the City Government’s plans for 2011 to 2016 as they are “crucial to its success.”
During the recent Comprehensive Development Plan (CDP) 2011 deliberations headed by City Planning Office chief Engr. Fernando Limbitco at Heroes Hall, Lumanlan raised the issue on how to implement the five-year plan. He said barangays will be at the frontline.

“If we need to train them, let it be so because community participation and involvement is all rooted in the barangay level. Their roles in implementing the CDP and its success starts with them,” Lumanlan said.
The CDP, which is awaiting approval at the City Council, will form the backbone of the city in the next five years and needs to be institutionalized and sustained even with changes in administration.
“Actually there is still a lot to be done like in aspects of education, health, infrastructure, and economic and social services. But we own the CDP because we all together crafted it, including barangay chiefs who would have to take the lead in its implementation,” Limbitco told Sun.Star Pampanga.
Limbitco noted of two important points in the CDP: the creation of the investments promotion office and how to curb dwindling agricultural lands in the city, which swooped down from 50 percent to 35 percent in the last five years.
He said that local food production would have to be paid attention to in the midst of continuous conversion of agricultural lands for commercial and industrial use, mostly in progressive villages.
City Administrator Ferdinand Caylao emphasized the importance of barangays in the successful implementation of the CDP. “Many have actually stood up to our expectations as shown in our Star Barangay program. Still, it will be up to our village chiefs on how to realistically involve themselves and their constituents for the successful implementation of the CDP.”
For Mayor Oscar Rodriguez, the CDP is a very important part in the city’s governance.
“We must properly plan the use of our resources. It has to be institutionalized so it can be sustained even with a change in administration. It will dictate the future of this city and the welfare of future generations of Fernandinos,” he said.
To ensure the successful implementation of the CDP, Rodriguez and Limbitco led the formation of project monitoring team composed of Pampanga Chamber of Commerce and Industry executive Joyce Duldulao and Dr. Eric Bartolo from the private sector, and barangay captains Arnel Sicat, Emerito Sason, Romy Dizon and Angel Wijangco representing the government sector.
