Vehicle donation not unconstitutional, PCSO admits

THE Philippine Charity Sweepstakes Office (PCSO) clarified on Monday that there is nothing wrong with religious organizations receiving its funds as long as it will be used for its social function, as well as medical and health assistance.

“PCSO gives out ambulance units, we don’t give out sports utility vehicles why COA (Commission on Audit) found it questionable,” PCSO chair Margie Juico explained.
The House panel chair, Manila Representative Amado Bagatsing, stressed that the purchase of vehicles by bishops – which have already been returned – should not be perceived as questionable since far-flung areas would need the use of such vehicles.
Allocating funds for vehicle purchases has also been criticized since the Constitution mandates the separation of Church and State.
Juico also said that instead of getting money from the agency’s charity fund, money to be used for donation of vehicles should have been from the grants and subsidies fund.
During the same hearing, Juico also clarified that there is nothing wrong with district congressmen receiving funds from Small Town Lottery operations in their areas as these are allowed under a PCSO board resolution.
“There is nothing absolutely wrong with lawmakers receiving funds from STL…That is part of our assistance to LGUs (local government units),” she added.
At least 54 lawmakers were earlier identified in a report to have benefited from a 2.5 percent of STL sales in their district. Several of them have denied receiving these funds.
Juico had clarified that the data for such report did not come from the agency and instead blame the media for coming up with the report.
“We are all public figures. We are all subject to this (being misquoted),” she said, referring to report when she was “misquoted” for calling the bishops who received vehicles as the “Pajero 7”.
